<p>The <strong>Senior Division Business Analyst </strong>serves as a strategic business advisor and liaison to Division leadership, integrating technical, operational, and business information to support R&D investment and management decisions. The Analyst translates technical objectives into actionable, data-driven business plans and leads analysis of organizational processes, resources, priorities, and workflow.</p>

<p><strong>Responsibilities and/or Success Factors: </strong></p>
<ul>
<li>Liaise between Division leadership and cross-functional technical and business teams.</li>
<li>Develop and support business strategies designed to improve operational efficiency and mission execution.</li>
<li>Translate complex technical visions and R&D priorities into actionable business plans.</li>
<li>Perform cost-benefit analyses supporting R&D investments, resource allocation, and project prioritization.</li>
<li>Lead stakeholder requirements-gathering activities involving scientific and engineering organizations.</li>
<li>Document and analyze business, functional, and technical requirements.</li>
<li>Assess workflows, products, and processes to identify inefficiencies, risks, and improvement opportunities.</li>
<li>Develop recommended process improvements and support implementation.</li>
<li>Coordinate leadership engagements and events supporting R&D investment and prioritization decisions.</li>
<li>Manage Division workflow processes and oversee receipt, dissemination, tracking, suspense management, and closure of taskers.</li>
<li>Coordinate with leadership to establish OPR and OCR responsibilities.</li>
<li>Provide senior-level analytical and organizational support across multiple simultaneous Division priorities.</li>
</ul>
<p><strong><br>Minimum Qualifications Including Certificates: </strong></p>
<ul>
<li>Active Top Secret Clearance</li>
<li>7-10 years' Experience</li>
<li>Advanced business analysis, strategic planning, operations, or R&D/program-management experience.</li>
<li>Demonstrated ability to support senior leadership decision-making.</li>
<li>Strong cost-benefit, requirements, process, and workflow analysis capabilities.</li>
<li>Excellent facilitation, analytical, written, and oral communication skills.</li>
<li>Ability to independently lead complex analytical efforts involving technical and non-technical stakeholders.</li>
