<p><span style="font-size: 10pt;">The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.</span></p>
<p><span style="font-size: 10pt;">The NCIA provides a wide range of services, including:</span></p>
<ul>
<li style="font-size: 10pt;"><span style="font-size: 10pt;">Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.</span></li>
<li style="font-size: 10pt;"><span style="font-size: 10pt;">Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.</span></li>
<li style="font-size: 10pt;"><span style="font-size: 10pt;">Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.</span></li>
<li style="font-size: 10pt;"><span style="font-size: 10pt;">Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.</span></li>
<li style="font-size: 10pt;"><span style="font-size: 10pt;">Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.</span></li>

<p><span style="font-size: 10pt;">Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.</span></p>
<p><span style="font-size: 10pt;"><strong>The program </strong></span></p>
<p><span style="font-size: 10pt;"><strong>Assistance and Advisory Service (AAS)</strong></span></p>
<p><span style="font-size: 10pt;">The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.</span></p>
<p><span style="font-size: 10pt;">To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.</span></p>

<p><strong>Role ID – 2026-0051</strong></p>
<p><strong>Role Background</strong></p>
<p>The purpose of this Statement of Work (SoW) is to define the services for AV&VTC services in NCI Agency Brussels, Belgium. The NCI Agency (hereinafter referred to as the “Purchaser”) seeks a qualified Contractor to provide continuous AV&VTC services in support of Purchaser personnel based in Brussels, Belgium, as well as personnel on official duty at that location.</p>
<p><strong>Role Duties and Responsibilities</strong></p>
<ul>
<li>Leverage industry expertise and best practices in installation, configuration, monitoring and daily operation of commercial off the shelf (COTS) technologies and software in the collaboration area.</li>
<li>Ensure audio-visual and video teleconferencing systems in meeting, collaboration rooms, auditoria are functional and fully operational.</li>
<li>Perform first-line troubleshooting and escalate issues as required and maintain incident records and operational logs.</li>
<li>Support installation of standard AV/VTCTC Room Systems.</li>
<li>Provide user assistance before, during, and after meetings.</li>
<li>Additional support may be requested to augment the baseline staff for large conferences, VIP meetings, or high-visibility events.</li>
</ul>
<p>Deliverables:</p>

<li>AV&VTC Implementation:
<ul>
<li>Provide first level of support to end users for daily business</li>
<li>Ensure audio-visual and video teleconferencing systems (single, dual and multi domain) in meeting, collaboration rooms, auditoria are functional and fully operational.</li>
<li>Perform first-line troubleshooting, conduct daily preventive readiness checks of</li>
<li>AV/VTC systems, escalate issues as required and maintain incident records and operational logs.</li>
<li>Support the installation of standard AV/VTC Systems.</li>
</ul>
</li>
<li>Maintenance
<ul>
<li>Preventive maintenance, readiness checks, and escalation of complex issues.</li>
<li>Monitor AV/VTC systems availability, reliability, and performance.</li>
<li>Analyze incident service request, and fault trends to identify recurring issues and improvement opportunities.</li>
</ul>
</li>
<li>Continual Service Improvement
<ul>
<li>Proactive, structured and measurable continual approach ensuring AV/VTC services evolve in line with the Agency’s needs while maintaining service stability and compliance.</li>
<li>Continuously improve the quality and efficiency of AV/VTC services by monitoring and maintaining healthy frontend environment thus reducing the need for support.</li>
<li>Identify and provide opportunities for continuous service improvements.</li>
</ul>

</ul>
<p><strong>Essential Skills, Experience and Certifications</strong></p>
<ul>
<li>Minimum of 3-5 years of experience and strong knowledge of managing AV/VTC room systems including VTC codec (HP/Poly, Cisco), camera’s (HP/Poly, Panasonic), projectors (Epson), monitors (NEC), control processors (Crestron, Extron), microphone systems (Televic), video matrixes (Extron), Video Wall TV Systems and other peripherals.</li>
<li>Proven experience as AV&VTC technician, particulary with HP/Poly/CISCO and PEXIP Videoconferencing.</li>
<li>Proficiency in troubleshooting hardware, software, and network issues.</li>
<li>Knowledge of Active Directory, Group Policy, and Windows Update management.</li>
<li>Strong communication and interpersonal skills for user support and training.</li>
<li>Familiarity with IT best practices (ITIL) and tools.</li>
<li>Experience with IT service management (ITSM) tools.</li>
<li>Familiarity with IP networking fundamentals related to AV equipment.</li>
<li>Strong analytical and problem-solving skills.</li>
<li>Excellent communication and interpersonal skills.</li>
<li>Ability to work independently and as part of a team.</li>
<li>Ability to prioritize tasks and meet deadlines.</li>
<li>Knowledge of IT security best practices.</li>
</ul>
<p><strong>Education</strong></p>
<ul>
<li>A Bachelor's degree in Computer Science, Information Technology, or a related field is preferred. Equivalent practical experience and industry certifications will also be considered.</li>
</ul>
<p><strong>Language</strong></p>
<ul>
<li>Level 3 English language skills according to NATO STANAG 6001: Listening (3); Speaking (2); Reading (3); and Writing (2) or according to Common European Framework of Reference for Language level B2-C1/Upper Intermediate-Advanced level)</li>
