We are Sparksoft!</div> ROLE & RESPONSIBILITIES:  <ul> <li> This position will be supporting Sparksoft's DSH Project. The ideal candidate will be required to/have experience in the following:</li> <li style="font-size: 12pt;"> Solicit, understand, and document health insurance marketplace needs and customers' business requirements, processes and workflows.</li> <li style="font-size: 12pt;"> Research market trends and the ACA landscape to enable development of timely, accurate, and relevant product features and requirements.</li> <li style="font-size: 12pt;"> Work with developers to create the functional specifications that meet requirements,</li> <li style="font-size: 12pt;"> Serve as a subject matter expert to assist developers building system functions, and work with the QA team to test the developed functionality.</li> <li style="font-size: 12pt;"> Play a leadership role in a Product Development team that employs Scaled Agile Framework (SAFe) as its guiding process infrastructure.</li> <li style="font-size: 12pt;">Work closely with CMS, Business Development, and other Stakeholders PO’s, Developers, Testers, and Production Support through each stage of the software development lifecycle.</li> <li style="font-size: 12pt;"> Demonstrate both existing and new functionality to the CMS stakeholders.</li> <li style="font-size: 12pt;"> Perform market and competitive analysis to derive product requirements and contribute to product roadmaps.</li> <li style="font-size: 12pt;"> Deliver precise functional specifications to include functional hierarchy, workflow, business rules, interface design and definitions, outstanding issues, data analysis, and data mapping to clients and development staff.</li> <li style="font-size: 12pt;"> Be responsible for direct interaction with the federal agencies, to document interface requirements and facilitate integration testing activities.</li> <li style="font-size: 12pt;"> Gather requirements and help build and document specifications for development.</li> <li style="font-size: 12pt;"> Update and maintain Requirements Traceability Matrix.</li> <li style="font-size: 12pt;"> Conduct gap analysis between application and stated customer requirements and collaborate with Architects and Developers to estimate project impact.</li> <li style="font-size: 12pt;"> Work with Product Development, QA, and Production Support teams to communicate, verify, and test the desired functionality changes.</li> <li style="font-size: 12pt;"> Develop detailed functional and operational knowledge of the federal marketplace data services hub and be able to perform collaborative service demonstrations.</li> <li style="font-size: 12pt;"> Collaborate with other application development organizations to align with health insurance marketplace priorities and deliverables.</li> <li style="font-size: 12pt;"> Assist in developing training materials and product documentation.</li> <li style="font-size: 12pt;"> Manage multiple competing priorities through effective organization and communication.</li> <li style="font-size: 12pt;"> Tracking project schedule and associated risks.</li> <li style="font-size: 12pt;"> Support overall coordination between all involved parties, using Project Management skills and Techniques.</li> <li style="font-size: 12pt;"> Perform any other project task(s) as assigned.</li> </ul> REQUIRED EXPERIENCE:  <ul> <li> 4 + years’ experience in the health care environment.</li> <li style="font-size: 12pt;"> 3 years working in an agile environment, especially in the health care domain.</li> <li style="font-size: 12pt;"> Strong knowledge of managing product builds teams.</li> <li style="font-size: 12pt;"> Demonstrated experience of delivering similar engagements.</li> <li style="font-size: 12pt;"> Candidates must be able to obtain and maintain a Public Trust clearance</li> <li style="font-size: 12pt;"> Candidates must have lived in the United States 3 out of the past 5 years</li> </ul> PREFERRED EXPERIENCE:  <ul> <li> 7+ years in a product owner/Business Analyst role.</li> </ul> EDUCATION & CERTIFICATIONS: <ul> <li> Bachelor's degree</li> </ul> <div class="content-conclusion">WHAT WE OFFER:  At Sparksoft, we know that people do their best work when they feel supported, inspired, and connected.
