Business Analyst II - Accountant
Rothe is seeking an Accountant/Business Analyst II to provide accounting expertise for the Business Management Office in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agencies enterprise-level contract providing IT management, multimedia, and communication services for NASA’s Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing NASA TV segments, to information technology management, eMITS is the primary integrator of services for NASA IT and provides NASA’s communication to the outside world. Job Description:
Working under general direction of the Procurement Supervisor, serve as the senior accountant responsible for ensuring the financial integrity, regulatory compliance, and efficient processing of accounting activities for a Cost-Plus-type federal contract environment. This role independently manages high-volume and complex purchase orders, corporate credit card reconciliations, and vendor invoices; Ensures complete and accurate accounting of all transactions, drives process efficiencies, and provides advanced administrative and analytical support to facilitate smooth business operations.
Functional Responsibilities:
- Working closely with buyers, Corporate office, and Business Manager/Financial Analysts to validate invoices, purchase orders, credit card statements and payables information to ensure accuracy of all data (including pricing, extensions, freight charges, tax, supporting documentation). Prepare and process vendor invoices/ payment requests using Deltek Costpoint. Research any discrepant information to act and resolve avoiding duplicate payments.
- Perform month-end, quarter-end, and year-end closing activities as directed in an accurate, timely manner. Prepare, review, and post journal entries; reconcile accounts and contract credit card activity.
- Maintain Accounts Payable Inbox and ensure electronic files are kept in a highly organized, accessible, and efficient manner to remain complaint with contract and corporate standards.
- Ensure internal accounting practices meet requirements of FAR, CAS, GAAP, and internal control standards. Support compliance activities, including DCAA/DCMA audits, customer audits, and other compliance reviews.
- Develop, refine, and enforce internal controls; identify off-standard situations and recommend or implement corrective action.
- Compile information and assist with reporting as directed on purchase orders, customer audits, invoices, and contract metrics. Provide tax-exempt information to vendors as needed.
- Establish and maintain effective communication within the Business Office, with customers, with vendors, and with the Corporate office.
- Participate in cross-training within the department to assist with other business operations as needed, including serving as backup for travel support and expense report processing.
- Hybrid telework environment with 3 days per week in office located near NASA Johnson Space Center in Houston, TX.
Education and Experience:
Minimum Education: BA in Accounting, Finance, or related business discipline
Minimum Experience: Minimum 3 - 5 years accounting experience. 1-2 years in a federal government contracting environment a plus. Strong Excel experience, with high attention to details and accuracy. Deltek Costpoint experience a plus.
Minimum Qualifications:
Understanding of the full life cycle of a procurement from initiation, sourcing, negotiation, purchase award, receipt and completion. Experience with Deltek Costpoint Material Module a plus. High attention to details, including solid organizational skills and quality products produced with a high amount of accuracy.
- Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, OneDrive), Sharepoint, and Box; Advanced MS Excel skills (including pivot tables, vlookups, graphs, complex formulas, and trend analysis)
- Strong proficiency with Deltek Costpoint (or equivalent DCAA-compliant ERP system)
- U.S. Citizenship required; ability to obtain NASA Public Trust/HSPD-12 badge
Preferred Qualifications:
- CPA or CMA certification
- Experience with indirect cost pool calculations (Fringe, Overhead, G&A)
- Experience working with Cost-Plus-Fixed-Fee (CPFF), Time & Materials (T&M), or Firm-Fixed-Price (FFP) government contracts
- Familiarity with Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS)
- Prior experience supporting NASA or other federal agency financial reporting requirements
