PAY RATE: $52.00-$74.00 per hour
EMPLOYEE TYPE: Temporary Full-Time Hourly Non-Exempt
Employment in this role is conditional upon successful execution of the contract by the client.
The current period of performance is scheduled to end on August 31, 2027; however, the client retains the unilateral right to extend the contract beyond this date by exercising one or more option periods, subject to the terms, conditions, and funding provisions of the awarded contract.
The Work
The Business Analyst serves as the conduit between the program/customer community and the software development team through which requirements flow. The BA will be involved, at some level, throughout the entire Software Development Life Cycle (SDLC). Once the requirements baseline is established, the BA’s focus shifts to managing the requirements specification and verifying fulfillment of all requirements, including requirements for enhancements post‑implementation.

Responsibilities
Key Responsibilities
- Analyze user needs, business processes, pain points, and system capabilities to automate or improve existing systems.
- Elicit requirements using a variety of techniques, including joint application development (JAD) sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
- Collaborate closely with stakeholders to clarify needs, resolve ambiguity, and define business rules and acceptance criteria.
- Assess the impact of requested changes on existing systems, processes, and interfaces.
- Transform information gathered during elicitation into clear, concise, and testable business and functional requirements.
- Develop user stories, use cases, and Software Requirements Specification (SRS) documents in accordance with industry and organizational standards.
- Create wireframes and mockups to visually represent proposed system functionality and user experience.
- Use standard templates and simple, unambiguous natural language to ensure requirements are easily understood by both business and technical audiences.
- Apply industry-standard business analysis best practices, methods, and tools across all assigned projects.
- Act as a mentor to peers and colleagues, providing guidance on BA techniques, documentation standards, and stakeholder engagement.
- Proactively seek and share training opportunities to enhance team capabilities and promote continuous improvement.
- Contribute to the development and refinement of BA processes, templates, and standards.
- Use TEA tools, such as Atlassian Jira and Modern Requirements, to manage and document requirements throughout the SDLC.
- Support and manage the change control process for requirements, including impact analysis, prioritization, and traceability.
- Track, update, and communicate requirements status and changes to stakeholders and project team members.
- Ensure requirements traceability from initial elicitation through design, development, testing, and implementation.

Qualifications

- 8+ years of experience eliciting requirements from interviews and other sessions with customers and creating well‑written, complete, and testable system requirements.
- 8+ years of experience working within and supporting software development life cycles (SDLCs), including participation across multiple SDLC phases.
- 8+ years of experience in business process re‑engineering and software process flow improvement, including analysis, documentation, and redesign of existing processes.
- 8+ years of experience developing user stories and use cases that conform to recognized business analysis best practices and standards.
- 8+ years of experience designing mockups and/or wireframes that conform to user experience (UX) best practices and effectively communicate proposed designs.
- 5+ years of demonstrated strong communication and facilitation skills, including leading requirements workshops, JAD sessions, and stakeholder meetings.
- 5+ years of demonstrated strong writing and organizational skills, including producing structured, high‑quality documentation and managing multiple concurrent priorities.
- 1+ year of documented work experience using Atlassian Jira (or similar issue tracking software) for managing requirements, user stories, defects, and/or tasks.
- 1+ year of documented work experience using a requirements management software tool, such as Modern Requirements (or a comparable platform), for requirements documentation and traceability.
- 1+ year of documented work experience with at least one of the following:
- TEA (Texas Education Agency), or
- A federal, state, or local education agency, or
- An education-related vendor or organization supporting education programs or systems.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
Minimum Skills Required:
- Must possess problem-solving skills.
- Exceptional communication skills, both oral and written
- Ability to respond effectively to customers with a sense of urgency.
- Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
- Highly motivated with the ability to handle and manage multiple tasks at any one time.
- Ability to forge new relationships, individual and teaming in nature.
- Must be a Self-starter, that can work independently and as part of a team.

Working Conditions
