Job Description

This job may be filled at either of the levels listed below.

Business Process Analyst I- Min: $27.86/hr.  Max: $34.82/hr.

Business Process Analyst II- Min: $30.18/hr.  Max: $38.48/hr.

 

POSITION SUMMARY

Performs a variety of technical communications, specialized analysis of business practices, software, and educational materials as needed to ensure accurate and efficient operations in the Employer Services Department, along with other departments within Utah Retirement Systems.  

 

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Participates with the Business Process Manager and other department personnel to conduct needs analysis and facilitate solutions to problems related to account records and beneficial software applications or modifications for external and internal customers.
  • Acts as a liaison between business contacts, customers, technology teams, and operational groups within the retirement division to resolve technical issues.
  • Evaluates, tests, and validates new applications and procedures, and provides timely feedback on issues in services or software.
  • Participates in the resolution of technical issues related to the integration of data processing programs.
  • Recommends implementation and modifications to programs and workflows for data management efficiency and accuracy.
  • Documents, reviews, extracts, and edits requirements, specifications, and business policies and procedures.
  • Composes and updates departmental documentation relative to legislative, administrative, and URS board actions to ensure operational documentation remains current.
  • Leads projects as assigned.
  • Executes and monitors assigned change requests.
  • Composes correspondence to employers and members.
  • Encourages effective information sharing and processing by proposing procedural updates. Coordinates any changes with Employer Services managers and personnel from other URS departments.
  • Maintains regular and reliable attendance.

  • Required Experience

    Business Process Analyst I Minimum Qualifications

    Education and Experience

    Associates degree and two (2) years of experience in retirement systems functions, procedural documentation, process mapping, or technical writing; or an equivalent combination of education and experience.

     

    Experience in business analysis or project management is preferred.

     

    Business Process Analyst II Minimum Qualifications

    Education and Experience

    Associates degree and four (4) years of experience in retirement systems functions, procedural documentation, process mapping, or technical writing; or an equivalent combination of education and experience.

     

    Experience in business analysis or project management is preferred.

     

     

    Knowledge, Skills, and Abilities

    Required technical skills include the working knowledge and ability of:

    • Computer operations and data control.
    • Microsoft Office Suite.
    • SQL database.

    Required mathematical skills include working knowledge of:

    • Mathematical concepts such as probability and statistical inference. Ability to apply concepts of fractions, percentages, ratios, and proportions to practical situations.

    Required business analysis and project management skills include considerable knowledge of:

    • Analysis of business practices and policies.
    • Project management identifying, tracking, documenting, and testing.
    • Internal control principles and methods of application, computer operations, and data control.
    • Methods and standards for project control and life cycle.
    • Records management.
    • Solve a variety of problems relating to account information.

     

    Required retirement plan knowledge:

    • Principles and theories of retirement plans (i.e., Defined Benefit and Defined Contribution plans).
    • State and federal laws governing qualifications and eligibility requirements to enroll in various retirement programs in the State of Utah.
    • Title 49, Utah Code annotated.
    • Basic understanding of the organization’s retirement business needs and data challenges.

    Must possess excellent communication skills:

    • Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or regulations.
    • Write reports, business correspondence, and procedure manuals.
    • Present information to top management and/or public groups.
    • Documentation procedures.
    • Communicate effectively verbally and in writing.
    • Establish and maintain effective working relationships with professionals, executives (public and private), department heads, coworkers, and the public.

     

    Must have the ability to:

    Work Environment

    Incumbent performs in a typical setting with appropriate climate controls.  Tasks require a variety of physical activities, not generally involving muscular strain, but do require activities related to talking, hearing, and seeing.  Common eye, hand and finger dexterity is required to perform essential functions.
