Parra Consulting Group (PCG) is seeking a Community Planner / Strategic Planning & Integration Analyst to support USARC Analyst Support Services, based at Fort Bragg, NC / USARC Headquarters with recurring travel and site visits. This position supports Army Reserve Real Property Master Plans and master-planning decisions, conducting technical facility assessments and validating construction and modification project documentation for the Government customer. The role requires a SECRET clearance and is a full-time, generally 8:00 AM–4:30 PM ET, Monday–Friday, onsite position with telework only as approved by the Government.


This successful candidate will be responsible for the following:

  • Support Army Reserve Real Property Master Plans and master-planning decisions.
  • Conduct technical facility assessments and site visits using UFC 2-100-01 and Army criteria.
  • Perform category-code requirements analysis using RPLANS/ASIP and prepare decision products.
  • Validate construction/modification project documentation for functional adequacy and Army criteria.
  • Support MILCON/MCAR and Army Reserve facility planning.
  • Coordinate with Readiness Divisions, ARFIs, USACE, and stakeholders.
  • Develop project sheets, concept papers, information papers, briefings, and recommendations.


Required Qualifications

  • Current and active SECRET Security Clearance; interim SECRET acceptable pending final adjudication before full performance.
  • Army/DoD planning and facilities expertise sufficient for master-planning and military-construction tasks.
  • Ability to conduct site visits and coordinate with USARC, Readiness Divisions, ARFIs, and USACE.


Preferred Qualifications

  • Army/DoD installation master planning, community planning, architecture, engineering, real estate, or facilities-planning experience.
  • Familiarity with UFC 2-100-01, AR 140-483, category codes, RPLANS, ASIP, and HQIIS and GFEBS.
  • Experience with RPMP, MILCON/MCAR, DD Forms 1390/1391, real estate actions, and project-document validation.
  • Experience coordinating with USACE, DPW, Readiness Division, or installation planners.


Knowledge, Skills, and Abilities

  • Strong technical knowledge of Army facility-planning criteria and category codes.
  • Ability to conduct site assessments and translate findings into clear decision products.
  • Strong written communication skills for project sheets, concept papers, and briefings.
  • Ability to coordinate effectively across USACE, Readiness Divisions, and installation stakeholders.
  • Sound judgment in validating project documentation against Army criteria.
