POSITION PURPOSE

Familiarity with public transit operations, including bus service, ridership patterns, passenger behavior, and other financial and operational performance metrics, is essential for this position. This position analyzes data from multiple systems and sources to monitor performance, identify trends, and support service and operational improvements. Serving as a liaison across departments, this position helps drive efficiency, process enhancements, and data-informed decision-making in support of IndyGo's strategic and operational initiatives.

The Data Analyst II will collaborate with data analysts and cross-functional stakeholders to deliver insights and communicate findings to internal leadership and external audiences. This role will also proactively identify and communicate issues, anomalies, risks, and opportunities discovered through data and system monitoring.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Track, monitor, and report on Key Performance Indicators (KPIs) using quantitative and geospatial data interpretation methods.
  • Collects, validates, and interprets data from multiple internal and external sources while ensuring accuracy and integrity.
  • Designs and supports automated data pipelines for database updates and reporting, using APIs, scripting, and ETL processes to ensure reliable data integration, transformation, and timely availability of datasets for departmental reporting and analytics.
  • Perform database management functions, including maintaining databases for ridership, service KPI data, and other trip-related operational datasets.
  • Collaborate with stakeholders to document and review existing and emerging business processes, develop detailed flowcharts, and draft SOPs, while identifying gaps, inconsistencies, and opportunities to improve efficiency, standardization, and operational effectiveness.
  • Designs and develops interactive data visualizations and reporting solutions using programming languages and Business Intelligence (BI) tools, translating data into actionable insights for internal reporting and stakeholder presentations.
  • Respond to standard and ad hoc requests for relevant operation, ridership, or service data as needed for internal and external stakeholders.
  • Use historical data to research, evaluate, and summarize trends and anomalies to generate statistical data models that assess performance and measure operational costs and efficiencies. 
  • Leads various projects with departments to improve performance and efficiency and reduce costs. Identifies and monitors project deliverables scope, plan, issues, risks, and milestones. 
  • Provides ongoing oversight and support to departments to ensure that measures are being implemented to effectively manage operations and improve efficiency.
  • Supports and mentors DA1 analysts and interns by providing technical guidance on data processes, reporting, and analysis, ensuring work quality, consistency, and alignment with established standards and best practices.

EDUCATION AND/OR EXPERIENCE

To perform this job successfully, an individual must have the following education and/or experience.

  • Bachelor’s degree in business, economics, statistics, data analytics, data science, computer science, or a related field. Master's degree preferred.
  • Minimum of three (3) years of professional experience in data analysis/business analysis with a bachelor’s degree or one (1) year of professional experience with a master’s degree preferred.
  • Minimum 2 years of experience working with Advanced SQL.
  • Minimum 1 year of professional experience with API-based data integration and automated data workflows, including scripting (e.g., Python or similar languages) to support data extraction, transformation, and processing.


KNOWLEDGE, SKILLS, AND ABILITIES

  • Proven organizational, analytical, and problem-solving skills, with oral and written communication abilities to effectively engage diverse audiences. 
  • Ability to clearly present key findings, communicate effectively, and engage with diverse audiences using appropriate modes of communication.
  • Advanced proficiency in using advanced Excel functions like pivot tables, VLOOKUP, INDEX/MATCH, and macros, along with intermediate proficiency with Power Query for data transformation, cleaning, and preparation for efficient reporting and visualization.
  • Proficient in writing SQL queries, including window functions, stored procedures, triggers, and performance optimization techniques for efficient database operations.
  • Familiar with CRUD (Create, Read, Update, Delete) and Rest API’s for maintaining and validating data in relational databases.
  • Extracts data from external mobility and transit systems using REST APIs, leveraging Python or R libraries, with support for authentication (API keys, OAuth 2.0), pagination, and rate-limit handling.
  • Develops and maintains ETL pipelines using Python or R to transform raw JSON/API outputs into structured datasets.
  • Automates recurring data refresh cycles using scheduled scripts and workflow orchestration tools such as SQL Server Agent and Power Automate, enabling weekly or event-driven execution of API-to-database ETL pipelines.
  • Proficient in designing and developing business intelligence and data visualization solutions using Power BI, DAX, Power Query (M), Python, and R, including the use of visualization libraries such as Plotly, Matplotlib, Seaborn, ggplot2, and Shiny to support reporting, trend analysis, and executive decision-making.   • Experience in managing multiple projects simultaneously, effectively balancing priorities, deadlines, and budget constraints, while adapting to dynamic project needs and shifting focus as required.
  • Ability to collaborate inclusively with team members and departments, valuing diverse perspectives and fostering an environment of mutual respect and effective communication.
  • Ability to work independently with minimal supervision.

  • Regular on-site attendance is an essential function of this position due to the need for in-person collaboration, operational support, hands-on infrastructure management, and training and development activities. This role is designated as fully onsite and is not eligible for remote work.
  • The position may require an individual to remain stationary for extended periods without being able to leave the work area. May have to move or position themselves to use office equipment. May have to move occasionally between departments and/or facilities.
  • Local travel may be required occasionally between various agency locations.
