This position requires an ACTIVE DoD Top Secret SCI security clearance. Applicants who do not currently hold an active clearance will not be considered.


This role is contingent.  It is not immediately available, and candidates who apply may be considered for employment when the anticipated additional position becomes available.

In this role, you’ll contribute to the Navy Information Operations Database (NIODB) Software Development and Sustainment Support program, working alongside engineers and operators to deliver resilient, forward-leaning solutions in support of national defense.


About the role:

PMAT is seeking an experienced Database Administrator IV to support the development, modernization, and sustainment of the Navy Information Operations Database (NIODB), a mission-critical capability supporting Information Warfare operations across the Fleet. In this role, you'll design, develop, and maintain secure enterprise database solutions while supporting software development, data modernization initiatives, workflow automation, and Electronic Warfare data management. Working closely with software developers, cybersecurity professionals, network engineers, system administrators, and Navy stakeholders, you'll help ensure NIODB remains secure, reliable, scalable, and capable of supporting both legacy and emerging Information Warfare requirements. This position offers the opportunity to directly contribute to technologies that enhance operational readiness and provide mission-critical data supporting the warfighter.


Responsibilities:

  • Design, develop, maintain, and sustain relational database architectures supporting the Navy Information Operations Database (NIODB).
  • Support data architecture development for both legacy and emerging Information Warfare systems and capabilities.
  • Develop and maintain Oracle relational databases utilizing SQL, PL/SQL, and related database technologies.
  • Support software development utilizing technologies including C#, JavaScript, jQuery, JSON, Angular, and related development frameworks while evaluating emerging technologies and industry trends.
  • Convert legacy data formats into modern formats including CSV, XML, and JSON.
  • Maintain software installation baselines, configuration management documentation, database security, and system configuration documentation.
  • Develop and sustain NIODB workflows and quality assurance solutions supporting Information Warfare data management functions and products.
  • Collaborate with network configuration managers, system administrators, and information system security professionals to define and document development environment requirements.
  • Coordinate with National and Service organizations to incorporate new database formats into the Navy's authoritative database.
  • Support disaster recovery and continuity of operations through the establishment and maintenance of alternate NIODB sites.
  • Perform testing, verification, and validation of database applications, data products, and software releases.
  • Support the development, documentation, maintenance, and sustainment of Surface Electronic Warfare training databases and libraries.
  • Support the development, documentation, maintenance, and sustainment of Next Generation BLQ-10B Subsurface Electronic Support (ES) libraries.
  • Develop Plans of Action and Milestones (POA&M) and supporting documentation for Fleet Information Operations capabilities.
  • Support Agile software development utilizing sprint-based methodologies to improve delivery, quality, and efficiency.

Required Skills and Experience:

  • Minimum of five (5) years of demonstrated experience developing relational database management systems, preferably Oracle Enterprise Database environments.
  • Demonstrated experience with Oracle SQL, PL/SQL, and/or Microsoft T-SQL.
  • Demonstrated experience designing software applications and databases supporting development and maintenance of the SIPR Navy Information Operations Database (NIODB).
  • Experience supporting Microsoft Web Forms and MVC applications utilizing Oracle Enterprise RDBMS back-end databases.
  • Demonstrated experience developing .NET desktop and web applications.
  • Experience utilizing XML, XML Schemas (XSD), and XSLT for parsing and importing external data into Oracle relational databases.
  • Demonstrated experience supporting software application and database design for Electronic Warfare threat libraries including SLQ-32 and BLQ-10B.
  • Experience supporting the NIODB Desktop (.NET WPF) application utilizing XML data stores.
  • Experience supporting software installation, configuration management, testing, verification, validation, and technical documentation.
  • Experience supporting Agile software development utilizing sprint-based methodologies.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Ability to collaborate effectively with software developers, cybersecurity professionals, system administrators, network engineers, and government stakeholders.


Preferred Skills and Experience:

  • Experience supporting U.S. Navy Information Warfare or Electronic Warfare programs.
  • Experience supporting authoritative Navy databases.
  • Experience supporting disaster recovery and continuity of operations planning.
  • Experience with Oracle Enterprise Database administration and performance tuning.
  • Experience supporting secure software development within classified DoD environments.
  • Familiarity with modern DevSecOps and CI/CD practices.
  • Experience evaluating and implementing emerging database technologies.


Education and Certification Requirements:

  • Bachelor's degree in Computer Science, Information Systems, Software Engineering, Computer Engineering, or a related technical discipline. 
  • DoD 8140 Cybersecurity Workforce (CSWF) certification required.
  • CompTIA Security+ (or approved equivalent) required on Day One in accordance with DFARS Information Assurance Contractor Training and Certification requirements.


Citizenship and Clearance requirements:

  • U.S. Citizenship required
  • No dual citizenship
  • Active TS/SCI clearance required

Travel & Passport:

  • Primarily CONUS travel as required to support customer meetings, testing events, or program activities.
  • Passport not anticipated unless required for future mission support.


Work Environment: PMAT offices as needed. In some cases, work in a government facility may be required. Travel may be required for customer engagement, team coordination, and potentially for business development.
