Job Summary

 

Aptive is seeking a Data Strategist to provide strategic data governance, analytics planning, and data quality leadership supporting evidence-based decision-making within the ICE Health Service Corps (IHSC) Health Information Technology Unit (HITU). This role bridges technical analytics capabilities with executive priorities to ensure data assets are accurate, usable, secure, and aligned with IHSC mission outcomes.

 

The Data Strategist supports the development and implementation of data strategies for HITU and provides strategic oversight and coordination for data migration, legacy clinical data integration, and clinical viewer transition efforts associated with the IT modernization program. This is a designated Key Personnel position under the contract.

 

The ideal candidate brings expertise in data governance and analytics strategy, experience with healthcare or enterprise data environments, and strong facilitation and strategic communication skills. Recommendations support Government decision-making, and work is performed in compliance with data privacy, security, and governance requirements.

Primary Responsibilities

  • Develop and support IHSC data strategy, governance frameworks, and analytics roadmaps.
  • Collaborate with stakeholders to identify data requirements and analytics use cases.
  • Support data quality, standardization, and metadata management initiatives.
  • Provide guidance on enterprise data integration and analytics architecture.
  • Provide strategic oversight and coordination for data migration, legacy clinical data integration, and clinical viewer transition efforts.
  • Support reporting and dashboard development in coordination with HITU Data Analysts.
  • Advise leadership on data-driven insights and performance metrics.
  • Ensure compliance with data privacy, security, and governance requirements.

Minimum Qualifications

  • Expertise in data governance, analytics strategy, and data lifecycle management.
  • Experience with healthcare or enterprise data environments.
  • Strong analytical, facilitation, and strategic communication skills.
  • Ability to obtain and maintain a DHS/ICE fitness determination (public trust) and execute a DHS Non-Disclosure Agreement.
  • Legal authorization to work in the U.S.

Desired Qualifications

  • Experience supporting DHS, ICE, IHSC, or other federal healthcare IT or EHR modernization (EHRM) programs.
  • Experience providing strategic oversight for data migration and legacy clinical data integration efforts.
  • Familiarity with clinical data domains, data standards, and metadata management.
  • Experience coordinating enterprise analytics roadmaps and governance frameworks.
  • Experience with Power BI, Tableau, and enterprise data platforms.
