Overview

Nakupuna Services is seeking to hire a DMLSS Deputy Program Manager to support the Defense Health Agency (DHA) Defense Medical Logistics Standard Support (DMLSS) Database Sustainment Specialist (DSS) Support contract. The Deputy Program Manager serves as the secondary authority supporting full contract performance, enterprise coordination, and delivery of all requirements outlined in the Performance Work Statement. Acting in direct support of and in the absence of the Program Manager, the Deputy Program Manager assists with day-to-day operational oversight, coordination of cross-functional support services, and execution of program objectives across Program Management, Technical Management, AOR Management, Training and Access Management, Analytics, and Database Sustainment Specialist activities. 

The Deputy Program Manager supports strategic planning, performance monitoring, risk management, and process improvement initiatives while helping ensure compliance with contractual requirements, organizational standards, and operational objectives. The role requires working knowledge of Enterprise DMLSS LogiCole FM methodologies and management principles necessary to support standardized service delivery and mission execution.  

Responsibilities

The following reflects management’s definition of essential functions for this position but does not restrict tasks that may be assigned. 

  • Support the Program Manager in the execution and management of all program activities, deliverables, and contractual obligations. 
  • Assist with planning, organizing, directing, and controlling program operations to meet cost, schedule, and performance objectives. 
  • Coordinate daily operational activities across multiple functional teams and subcontractors. 
  • Monitor program performance metrics and assist in identifying and resolving operational issues and risks. 
  • Provide leadership and guidance to project personnel to ensure efficient and effective program execution. 
  • Assist in developing and maintaining integrated project schedules, staffing plans, and resource allocation plans. 
  • Prepare and review technical documentation, reports, briefings, meeting minutes, and executive-level presentations. 
  • Support customer communications and maintain strong working relationships with government representatives and stakeholders. 
  • Participate in program reviews, status meetings, and strategic planning sessions. 
  • Ensure compliance with company policies, contract requirements, and applicable federal regulations. 
  • Assist with quality assurance and continuous process improvement initiatives. 
  • Support recruiting, onboarding, workforce management, and personnel coordination activities. 
  • Track contract actions, deliverables, and milestones to ensure timely completion. 
  • Coordinate with finance and contracts personnel regarding budget tracking, invoicing support, and contract modifications. 
  • Serve as Acting Program Manager in the absence of the Program Manager. 

Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in project management, especially within infrastructure and environmental services. Key qualifications include:  

  • Bachelor’s degree in Business Administration, Management, Information Technology, Engineering, Healthcare Administration, or a related field preferred. 
  • Degree requirement may be waived with a minimum of 3 additional years of relevant program, project, or operations management experience. 
  • Minimum of 5 years of program, project, or operations management experience in a related field. 
  • Experience supporting government contracts and working in a customer-facing environment. 
  • Experience managing integrated work plans, schedules, and project deliverables. 
  • Strong organizational, analytical, and problem-solving skills. 
  • Excellent oral, written, and interpersonal communication skills. 
  • Experience developing executive-level briefings, reports, and presentations. 
  • Ability to manage multiple priorities and work effectively in a fast-paced environment. 
  • Proficiency with Microsoft Office Suite applications including Word, Excel, PowerPoint, Outlook, and Project. 
  • Ability to obtain and maintain required government security clearance, if applicable.

Preferred Qualifications:

  • Experience supporting Department of Defense (DoD), Defense Health Agency (DHA), or federal healthcare programs. 
  • Experience managing geographically dispersed teams. 
  • Knowledge of contract management principles and federal acquisition processes. 
  • Experience with quality management and performance improvement initiatives. 
  • Familiarity with enterprise systems, logistics systems, facilities systems, or healthcare information systems. 

 

Education: 

 

 Level I Minimum Requirement High School Diploma or equivalent and three years of relevant program support or administrative experience. Experience may substitute for formal education. 

 

Preferred:

 

Associate’s or Bachelor’s degree in Business Administration, Management, Information Systems, or related discipline with experience supporting DoD or healthcare programs. 

 

Location: Remote 

 

Clearance Requirements:  

  • Must be a U.S. Citizen. 
  • Must be able to obtain and maintain a favorable National Agency Check with Inquiries (NACI) (Tier 1) investigation  
  • Must be eligible to obtain and maintain a Common Access Card (CAC). 
  • Must comply with all installation access and security requirements. 

 

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements. 

  • Sit for extended periods while working at a computer. 
  • Perform repetitive hand and finger movements. 
  • Walk short distances within medical facilities. 
  • Occasionally lift up to 25 pounds. 
  • Maintain focus on detailed data entry and system review tasks. 
  • Work in a low-noise office environment within a healthcare facility.
