Job Description

JOB DESCRIPTION:
The Center for Population Health Data Science(CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective publication. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected – and actively used to protect and promote the health and wellbeing of New Yorkers. We aim to strengthen agencywide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. Areal-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers. The CPHDS is working to strengthen citywide population health surveillance by better linking public health, healthcare, and social service data to fully characterize and improve the health of New Yorkers. Our vision is for these data to be accessible, timely, equitable, meaningfully usable, and protected in order to protect and promote health and wellbeing of New Yorkers. The Bureau of Data Technology and Strategy (DTS) is dedicated to the development of the Enterprise Data Platform(EDP) and is home to data strategy, data governance, data product management, data engineering, and data science capabilities. The Data Engineering and Product Management Unit within DTS advances the modernization of the agency's data infrastructure. Its responsibilities include large-scale data collection, processing, and analysis, including the Enterprise Data Platform(EDP). The EDP is a cloud-based data repository, data catalog and analytics environment that supports public health analysis, program delivery, and decision-making at scale.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
-Lead and manage a team of analytics engineers and data analysts responsible for building upstream transformation pipelines for the EDP.
-Design and execute an analytics services model that supports agency programs in using integrated EDP data for decision-making, surveillance, and reporting.
-Build and maintain analytical data products for program teams, senior leadership, and Commissioner-level requests aligned with agency strategic priorities.
-Develop and maintain analytics engineering practices including dbt Core transformation pipelines, data modeling standards, and code review processes.
-Collaborate with the Director of Data Engineering on platform standards, shared transformation infrastructure, and analytics readiness of EDP data layers.
-Coordinate with Applied Data Science unit on advanced analytical and machine learning use cases, contributing domain expertise and analytical framing.
-Partner with Data Integration and Engagement Strategy unit on program engagement, emergency response analytical support, and joint data initiatives.
-Partner with Unified Digital Experience(UDX) unit on user research and design for high-profile internal data products.
-Coordinate with Data Governance unit on data quality standards, operational reporting/dashboards, and governance of analytical outputs.
-Represent Data Analytics at internal leadership meetings and with external agency partners.
-Support emergency response analytical needs as needed.

PREFERRED SKILLS:
-5+ years of experience managing a data team, delegating tasks and conducting quality control.
-15+ years professional experience in analytics/analytical engineering using Python + SQL and with a heavy emphasis on transformation pipeline development and automation.
-15+ years experience designing, building, and maintaining data products such as dashboards, reports, machine learning models, unified data models, APIs, and curated datasets.
-10+ years experience using git for version control.
-Familiarity with Git Ops practices and CI/CD workflows via GitHub Actions for data pipelines.
-Strong data management, communication, and quality assurance skills
-Demonstrated ability to operate effectively in ambiguous or rapidly evolving environments, including navigating competing priorities, working with incomplete requirements, and driving progress without formal process structures in place.
-Experience producing analytic deliverables in a high-pressure environment.
-Demonstrated ability to communicate technical concepts to non-technical audiences.
-Experience with cloud data platforms (Databricks, Snowflake, or similar).
-Experience with dbt Core or comparable transformation frameworks.
-Experience with epidemiological or population health data and analyses.
-Familiarity with data governance concepts such as role-based access control and familiarity with a metadata management tool like Unity Catalog

CERT IT ADMINISTRATOR (DB) - 13644

Qualifications

Professional/Vendor Certification(s) in database administration that is required for the position to be filled. In addition, you must have one of the following:
1. A baccalaureate degree from an accredited college or university, and two years of satisfactory fulltime (not classroom based) experience in database administration. Experience must include database design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management;

2. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience (IT) of which at least two years must have been database administration experience as described in "1" above; OR

3. A satisfactory equivalent of education and/or experience equivalent to “1” or “2” above. Undergraduate education may be substituted for experience on the basis that 30 undergraduate semester credits from
an accredited college or university is equivalent to 6 months of information technology experience, but may not be substituted for the required database administration experience. A masters degree in computer science or a related field from an accredited college or university may substitute for one year of database administration experience. However, all candidates must have at least one year of satisfactory full-time (not classroom based) database administration experience as described in "1" above.
