Overview

Nakupuna Services is seeking a Program Manager to lead execution of the Defense Health Agency (DHA) Defense Medical Logistics Standard Support (DMLSS) Database Sustainment Specialist (DSS) Support contract. The Program Manager serves as the primary authority responsible for full contract performance, enterprise coordination, and delivery of all requirements outlined in the Performance Work Statement. The Program Manager must possess a minimum of five years of Program Management support experience and demonstrated expertise in assembling technical documentation, conducting detailed analysis of complex business system functions, and developing executive level briefings and presentations. This role requires the ability to lead or contribute to the development of technical reports and operational procedures supporting enterprise DMLSS LogiCole Facilities Management (FM) execution. The Program Manager provides strategic leadership and operational oversight across Program Management, Technical Management, AOR Management, Training and Access Management, Analytics, and Database Sustainment Specialist support services. The role requires working knowledge of Enterprise DMLSS LogiCole FM methodologies and complex management methodologies to ensure standardized execution across supported Military Treatment Facilities. The Program Manager drives continuous improvement, innovation, and optimization of service delivery through Technology Enabled Services, automation, data analytics, and Artificial Intelligence solutions to the maximum extent possible. 

This is a Key Personnel position. 

Responsibilities

The following reflects management’s definition of essential functions for this position but does not restrict tasks that may be assigned. 

Program Leadership & Oversight 

  • Serve as primary point of contact for the Contracting Officer (KO), COR, DHA POC, and Government stakeholders. 
  • Provide full authority for contract execution, staffing, and daily operations. 
  • Develop and maintain the Program Management Plan (PMP) and Integrated Master Schedule (IMS) within 30 days of contract award.  
  • Lead weekly leadership updates and monthly progress reporting. 
  • Ensure compliance with Performance Requirements Summary (PRS) metrics. 

 

Strategic & Enterprise Management 

  • Ensure compliance with Performance Requirements Summary (PRS) metrics. 
  • Manage enterprise-wide DMLSS/LogiCole FM sustainment strategy. 
  • Oversee execution across:
    • Program Management Support 
    • Technical Program Management 
    • AOR Management 
    • Training & Access Management 
    • Analytics & BI Reporting 
    • DSS Operations 
    • Ensure standardized business processes across DHA Networks and MTFs.

Contract & Quality Management 

  • Implement and maintain the Quality Control Plan (QCP)  
  • Ensure deliverables are submitted within required timelines (e.g., MPRs, IMS updates, trip reports). 
  • Oversee risk management, staffing compliance, and corrective actions. 
  • Ensure 95% staffing fill rate compliance per contract requirements. 

 

Executive Reporting & Governance 

  • Develop executive dashboards and KPI reports. 
  • Respond to DHA enterprise data calls and taskers. 
  • Present findings to DHA-FE leadership and cross-functional governance boards. 

 

Financial & Administrative Oversight 

  • Monitor budget performance and cost execution. 
  • Ensure accurate monthly invoicing with ENG 93 submissions. 
  • Oversee staffing plans and vacancy notifications within required timelines. 

Additional Internal Corporate Duties: 

  • Overseeing and reporting to the Facilities and Infrastructure Support Services Managing Director on project performance and financial outcomes, including metrics such as profit margin, utilization, and cost execution. 
  • Ensuring invoices are accurate and approved in a timely fashion. 
  • Collaborating with Nakupuna Shared Services to ensure projects are properly supported. 
  • Ensuring innovative best practices are shared across projects. Drive performance improvements and process/cost efficiency. 
  • Leading and growing people, identifying key performers and ensure Nakupuna facilitates their professional growth. 
  • Rewarding and acknowledging excellent performance across projects. 
  • Executing end-to-end performance management across projects. As appropriate, set performance goals, assess performance, provide coaching/mentoring, address performance and/or conduct issues as they arise (recommend disciplinary actions), and make/advocate compensation decisions. 
  • Lead and support the optimization of service delivery through Technology Enabled Services, automation, data analytics, and Artificial Intelligence solutions to the maximum extent possible, driving efficiency, standardization, predictive insights, and continuous performance improvement across all program workstreams. 
  • Actively engaging in hiring processes, ensuring project(s) is appropriately staffed to meet client expectations. 
  • Supporting Nakupuna Companies with multi-year pipeline management and development/execution of growth strategies; play key role in BD efforts, including RFI responses, proposal, bid-board preparation, and proposal responses. 

Excellent leadership qualities and leadership experience, strong interpersonal skills, adept with strategic planning and management, self-starter, exceptional written and oral communication, strong analytical, critical thinking, and problem-solving skills, proficient at multi-tasking, and effective organizational skills. Adept at operating in a fast-paced, ambiguous, and often multi-directional work environments. 

Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in project management, especially within infrastructure and environmental services. Key qualifications include:  

  • Minimum five years of Program Management support experience. 
  • Experience assembling technical documents and providing detailed analysis of various business system functions. 
  • Experience developing executive level briefings and presentations. 
  • Ability to lead or contribute to the development of technical reports and procedures. 
  • Experience with Microsoft Office Suite programs including Word, Excel, Access, Project, and PowerPoint. 
  • Working knowledge of Microsoft Office applications and operating systems. 
  • Working knowledge of Enterprise DMLSS LogiCole FM methodologies. 
  • Working knowledge of complex management methodologies. 
  • Strong leadership, analytical, organizational, and problem-solving skills. 
  • Ability to manage geographically dispersed teams and multiple concurrent workstreams. 

 

Preferred Qualifications:

  • Master’s degree in Business Administration or related discipline from an accredited institution with a minimum of four years of DoD experience. 
  • Bachelor’s degree in Business Administration or related discipline from an accredited institution with a minimum of eight years of DoD experience. One year must relate directly to principal duties and responsibilities. 
  • Three years of experience in medical facility management or related field. 
  • Experience supporting Military Health System or DHA Facilities Enterprise programs. 
  • Experience integrating Technology Enabled Services, automation tools, or AI driven analytics into federal service delivery. 
  • PMP certification or equivalent program management credential. 

 

Education: 

 

Level I Minimum Requirement Bachelor’s degree in Business Administration, Management, Engineering, Information Systems, or related field and five years of relevant program management experience supporting DoD or federal programs. Experience may be substituted for education. 

 

Preferred: Preferred Master’s degree in related discipline and eight years of relevant experience supporting healthcare facilities or DMLSS LogiCole FM systems. 

 

Location: Hybrid support from San Antonio, TX with periodic travel up to 15 percent to DHA headquarters and supported Military Treatment Facilities across CONUS.

 

Clearance Requirements:  

  • Must be a U.S. Citizen. 
  • Must be able to obtain and maintain a favorable National Agency Check with Inquiries (NACI) (Tier 1) investigation  
  • Must be eligible to obtain and maintain a Common Access Card (CAC). 
  • Must comply with all installation access and security requirements. 

 

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements. 

  • Sit for extended periods while working at a computer. 
  • Perform repetitive hand and finger movements. 
  • Walk short distances within medical facilities. 
  • Occasionally lift up to 25 pounds. 
  • Maintain focus on detailed data entry and system review tasks. 
  • Work in a low-noise office environment within a healthcare facility.
