Overview

Nakupuna Services is seeking two Technical Managers to provide Technical Program Management support to the Defense Health Agency (DHA) Defense Medical Logistics Standard Support (DMLSS) Database Sustainment Specialist (DSS) Support contract. The Technical Manager supports execution of Task 3 Technical Program Management Support and provides oversight of complex, integrated work plans supporting DMLSS LogiCole FM sustainment across all Areas of Responsibility. The Technical Manager must possess three to five years of Project Management experience in a related field and demonstrated expertise in assembling technical documentation, performing detailed analysis of complex business system functions, and developing executive level briefings and presentations. This role requires the ability to lead or contribute to development of technical reports and operational procedures supporting Enterprise DMLSS LogiCole FM execution. The Technical Manager provides oversight of AOR management activities, site assessments, performance evaluations, business process conversions, training coordination, and enterprise DMLSS LogiCole FM performance improvement initiatives. The role requires working knowledge of Enterprise DMLSS LogiCole FM methodologies and complex management methodologies to ensure standardized implementation, compliance, and data integrity across supported Military Treatment Facilities. This is a Key Personnel position.

Responsibilities

The following reflects management’s definition of essential functions for this position but does not restrict tasks that may be assigned. 

  • Provide technical program management support for DHA Facilities Management initiatives related to DMLSS/LogiCole FM sustainment and operations. 
  • Support implementation, integration, and standardization efforts between DMLSS/LogiCole FM, BUILDER, LogiCole, and other CMMS platforms across DHA and MTF environments. 
  • Establish and manage enterprise benchmarks and performance metrics for DMLSS/LogiCole FM utilization to support forecasting, comparative analysis, and continuous improvement initiatives. 
  • Develop, maintain, and implement enterprise-wide technical programs, standards, and best practices supporting DHA Facilities Management operations. 
  • Provide technical recommendations supporting DMLSS/LogiCole FM implementation plans, system enhancements, deployment activities, and Operational Test and Evaluation (OT&E) requirements. 
  • Assist with the development, review, and maintenance of DHA policies, technical manuals, standard operating procedures (SOPs), and related program documentation. 
  • Support development of standards and processes for data synchronization, transmission, and interoperability between DMLSS/LogiCole FM, LogiCole, BUILDER, and related systems. 
  • Participate in functional testing, validation, and evaluation of DMLSS/LogiCole FM maintenance releases, upgrades, and interoperability requirements. 
  • Coordinate with DHA leadership, MEDLOG IT PMO, system analysts, MMDS representatives, and Facility Management stakeholders through recurring meetings, teleconferences, and working groups. 
  • Represent DHA as a technical member of the DMLSS/LogiCole FM facility management team supporting system functionality, requirements validation, and release testing activities. 
  • Support planning and coordination of implementation activities, site support efforts, and customer engagement activities related to Facility Logistics Applications. 
  • Develop technical reports, presentations, status updates, and program documentation supporting leadership decision-making and operational objectives. 

Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in project management, especially within infrastructure and environmental services. Key qualifications include:  

  • Three to five years of Project Management experience in a related field. 
  • Excellent oral, verbal, and written communication skills. 
  • Experience managing complex, integrated work plans. 
  • Experience assembling technical documents and analyzing business system functions. 
  • Experience developing executive level briefings and presentations. 
  • Ability to lead or contribute to development of technical reports and procedures. 
  • Advanced skills with Microsoft Office Suite including Word, Excel, Access, Project, PowerPoint, and Visio. 
  • Working knowledge of Enterprise DMLSS LogiCole FM methodologies. 
  • Working knowledge of complex management methodologies. 
  • Strong analytical, organizational, and problem-solving skills with attention to detail. 
  • Ability to manage competing priorities independently in a dynamic operational environment. 

 

Preferred Qualifications:

  • Bachelor’s degree in Business Administration or related discipline with five years of DoD experience. 
  • Minimum three years of experience in medical facility management or related field. 
  • Experience supporting Military Health System or DHA Facilities Enterprise programs. 
  • Experience may be considered in place of degree. 

 

Education: 

 

Level I Minimum Requirement Three to five years of Project Management experience in a related field. Experience may substitute for formal education requirements. 

 

Preferred: Bachelor’s degree in Business Administration or related discipline with five years of DoD experience and three years of medical facility management experience.

 

Location: Remote support with periodic travel up to 20 percent across CONUS.

 

Clearance Requirements:  

  • Must be a U.S. Citizen. 
  • Must be able to obtain and maintain a favorable National Agency Check with Inquiries (NACI) (Tier 1) investigation  
  • Must be eligible to obtain and maintain a Common Access Card (CAC). 
  • Must comply with all installation access and security requirements. 

 

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements. 

  • Sit for extended periods while working at a computer. 
  • Perform repetitive hand and finger movements. 
  • Walk short distances within medical facilities. 
  • Occasionally lift up to 25 pounds. 
  • Maintain focus on detailed data entry and system review tasks. 
  • Work in a low-noise office environment within a healthcare facility.
