DMLSS Facilities Management Training/Access Management Project Manager
Overview
Nakupuna Services is seeking a Training/Access Management Project Manager to support the Defense Health Agency (DHA) Defense Medical Logistics Standard Support (DMLSS) Database Sustainment Specialist (DSS) Support contract in the planning, development, coordination, and execution of enterprise DMLSS LogiCole FM training and user access management activities. This position requires at least one year of specialized experience demonstrating practical knowledge of DMLSS LogiCole FM subject matter and instructional methodologies. The selected candidate will design, develop, implement, and evaluate training programs using established instructional systems design methodologies such as ADDIE and the DoD Systems Approach to Training. The Training/Access Management Project Manager will assess enterprise training effectiveness, implement updated policies and regulatory changes into course materials, develop new or revised training materials, and align instructional delivery with DHA Facilities Enterprise standards. The role requires knowledge of DMLSS LogiCole FM systems and related CAFM and CMMS systems and the ability to explain technical system functionality to DHA, Network, MTF, MILDEP, healthcare, and facilities personnel.
This is a Key Personnel position responsible for ensuring training standardization, workforce readiness, and continuous improvement across all supported Military Treatment Facilities.
Responsibilities

- Serve as the DMLSS/LogiCole FM Program Training Manager overseeing the development, implementation, and sustainment of training programs, training metrics, and educational materials supporting DHA training requirements.
- Deliver classroom, on-site, remote, and web-based training to government and contractor personnel across CONUS and OCONUS locations in coordination with DHA stakeholders.
- Provide comprehensive transition assistance, operational guidance, process conversion support, and documentation to DHA Military Treatment Facilities (MTFs).
- Conduct training site visits and targeted instructional support based on DHA priorities, identified system utilization issues, personnel turnover, and operational requirements.
- Develop and deliver monthly sustainment training sessions for Area of Responsibility (AOR) personnel utilizing video teleconference platforms.
- Prepare and present instructional seminars, workshops, and professional presentations in audio/visual formats covering facility care, operational standards, maintenance processes, and DMLSS/LogiCole FM functionality.
- Develop and maintain advanced training programs covering topics such as:
- Advanced BO Reporting
- AutoCAD and DrawBase integration
- BUILDER interface integration
- Data transmission standards and best practices
- Enterprise data management procedures
- Develop, maintain, and continuously update educational materials, user guides, instructor manuals, evaluation tools, and training documentation to DHA standards.
- Utilize structured evaluation methodologies to assess training effectiveness, user comprehension, and program performance, incorporating improvements into future sessions.
- Coordinate with DoD educators and stakeholders regarding training records management, course attendance documentation, instructor materials, assessment forms, and evaluation tracking.
- Research and analyze business and end-user requirements utilizing systems analysis techniques to identify software functionality needs and training gaps.
- Develop, maintain, and manage DHA user account portfolios and standardized DMLSS/LogiCole FM user profiles to support enterprise access management and governance standards.
- Provide administration, maintenance, and management support for the DHA DMLSS/LogiCole FM SharePoint Management Program.
- Train facility management personnel and MTF staff on the use of the DMLSS/LogiCole FM Customer Support Work Request system to support electronic work order submission and facility management workflows.
- Generate reports and operational data outputs using DMLSS/LogiCole FM modules to support training analysis and operational decision-making.

Required Qualifications
- Minimum of two (2) to four (4) years of DMLSS-FM experience
- Extensive knowledge and proficiency in all DMLSS/LogiCole FM modules and associated facility management business processes.
- Experience developing and delivering enterprise-level training programs in classroom, virtual, and on-site environments.
- Strong instructional design, curriculum development, and adult learning methodology skills.
- Experience preparing technical documentation, training manuals, presentations, and educational materials.
- Knowledge of SharePoint administration and collaboration environments.
- Ability to analyze business requirements and translate operational needs into training and support solutions.
- Strong organizational, communication, presentation, and stakeholder engagement skills.
- Experience supporting enterprise user account management and access control processes.
- Ability to support geographically dispersed users in both CONUS and OCONUS environments.
Desired Qualifications:
- Familiarity with DHA-FE operational environments and Military Treatment Facility workflows.
- Experience supporting CAFM/CMMS systems and facility management operations.
- Knowledge of AutoCAD, DrawBase, BUILDER, and related facility management integration tools.
- Experience conducting systems analysis and software functional requirements assessments.
- Experience managing enterprise training metrics, evaluation methodologies, and quality assurance processes.
- Knowledge of customer support ticketing/work request systems within facility management operations.

Education:
Level I Minimum Requirement One year of specialized DMLSS LogiCole FM instructional experience demonstrating knowledge of training methods and techniques. Five years of Microsoft Office experience required. Experience may substitute for formal education requirements.
Preferred Bachelor’s degree in related discipline with three years of DoD experience and eight years of DMLSS LogiCole FM experience.
Location: Remote with minimal required travel to Military Treatment Facilities across CONUS/OCONUS based on training schedules and DHA tasking.
Clearance Requirements:
- Must be a U.S. Citizen.
- Must be able to obtain and maintain a favorable National Agency Check with Inquiries (NACI) (Tier 1) investigation
- Must be eligible to obtain and maintain a Common Access Card (CAC).
- Must comply with all installation access and security requirements.
