Overview

Nakupuna Services is seeking a Senior Facilities Enterprise Consultant to support the Defense Health Agency (DHA) Defense Medical Logistics Standard Support (DMLSS) Database Sustainment Specialist (DSS) Support contract under Task 2 DMLSS LogiCole FM Senior Support Service. This senior level position provides enterprise advisory, technical oversight, governance support, and strategic analysis for DMLSS LogiCole FM implementation and sustainment across Military Treatment Facilities. The Consultant supports DHA Facilities Enterprise leadership in evaluating system utilization, improving data integrity, strengthening business process alignment, and ensuring standardized execution of DMLSS LogiCole FM modules in accordance with DHA policy and enterprise objectives. The Senior Facilities Enterprise Consultant serves as a subject matter expert in DMLSS LogiCole FM system functionality, facilities management operations, compliance requirements, and enterprise performance optimization. This role supports DHA in modernization initiatives, system integration efforts, business process conversions, performance evaluations, and enterprise data driven decision making. 

Responsibilities

The following reflects management’s definition of essential functions for this position but does not restrict tasks that may be assigned. 

Enterprise Advisory and Governance Support 

  • Provide senior level advisory support to DHA Facilities Enterprise leadership regarding DMLSS LogiCole FM system performance and implementation. 
  • Evaluate enterprise utilization of DMLSS LogiCole FM modules and recommend improvements. 
  • Support development and refinement of enterprise standard operating procedures and governance documentation. 
  • Advise on business process alignment and automation opportunities related to facilities management operations. 
  • Provide strategic recommendations to improve system adoption, compliance, and data integrity. 

Performance Analysis and Quality Oversight 

  • Conduct enterprise level performance analysis utilizing Business Objects and other reporting tools. 
  • Identify trends, systemic deficiencies, and opportunities for improvement across Military Treatment Facilities. 
  • Provide quantitative and qualitative evaluations of DMLSS LogiCole FM data and module utilization. 
  • Develop corrective action recommendations to address non-compliant modules and performance gaps. 
  • Support audit readiness and compliance initiatives including regulatory and inspection requirements. 

Business Process Conversion and Modernization 

  • Support DHA with planning and execution of business process conversions related to DMLSS LogiCole FM implementation. 
  • Evaluate operational workflows and recommend process efficiencies and automation improvements. 
  • Provide guidance on integration of DMLSS LogiCole FM with related systems such as BUILDER, RPSS, and other enterprise tools. 
  • Assist in development of modernization roadmaps aligned with DHA Facilities Enterprise objectives. 

Stakeholder Engagement and Enterprise Coordination 

  • Coordinate with DHA Program Management, Technical Managers, AOR Managers, and MTF leadership. 
  • Participate in site visits, enterprise work sessions, and governance meetings as required. 
  • Develop executive level briefings, white papers, and analytical reports for DHA leadership. 
  • Provide subject matter expertise during system assessments, inspections, and performance reviews. 

Training and Knowledge Transfer Support 

  • Support development of advanced level training materials and enterprise guidance documentation. 
  • Provide subject matter expertise during enterprise workshops and performance improvement sessions. 

Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in project management, especially within infrastructure and environmental services. Key qualifications include:  

  • Minimum 15 years’ experience with Defense Medical Logistics Standard Support (DMLSS) and/or LogiCole Facilities Management (FM) systems. 
  • Minimum 20 years of experience supporting DHA Facilities Enterprise (DHA-FE), Medical Treatment Facilities (MTFs), or comparable Department of Defense healthcare facilities management environments. 
  • Demonstrated experience in business process analysis, requirements development, workflow documentation, and systems integration. 
  • Working knowledge of DHA-FE systems, FROID processes, RPSS, MILCON data requirements, and related facilities management applications. 
  • Ability to analyze operational requirements and develop strategic recommendations for enterprise-level process improvement. 
  • Strong understanding of DoD policies, procedures, and governance related to facilities management systems and enterprise information systems. 
  • Proficiency with Microsoft Office products, including Word, Excel, PowerPoint, Outlook, and collaboration tools. 
  • Exceptional written and verbal communication skills. 
  • Strong organizational skills with exceptional attention to detail. 
  • Ability to work independently and collaboratively in a fast-paced environment with limited supervision. 
  • Demonstrated problem-solving, analytical, and decision-making capabilities. 
  • Ability to coordinate across multiple organizations, stakeholders, and functional teams. 
  • Ability to obtain and maintain access to military installations and government systems, as required. 
  • Must be a certified Project Management Profession (PMP)  
  • Have a Master’s degree in the Science of Management 

 

Education: 

 Level I Minimum Requirement High School Diploma or equivalent with extensive demonstrated experience supporting DMLSS LogiCole FM enterprise operations and facilities management analysis. 

 

Preferred Bachelor’s degree in Facilities Management, Engineering, Business Administration, or related discipline with relevant DoD or healthcare facilities experience. 

 

Location: San Antonio, TX (Remote) Hybrid 

 

Clearance Requirements:  

  • Must be a U.S. Citizen. 
  • Must be able to obtain and maintain a favorable National Agency Check with Inquiries (NACI) (Tier 1) investigation  
  • Must be eligible to obtain and maintain a Common Access Card (CAC). 
  • Must comply with all installation access and security requirements. 

 

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements. 

  • Sit for extended periods while working at a computer. 
  • Perform repetitive hand and finger movements. 
  • Walk short distances within medical facilities. 
  • Occasionally lift up to 25 pounds. 
  • Maintain focus on detailed data entry and system review tasks. 
  • Work in a low-noise office environment within a healthcare facility.
