Job Description
Main Responsibilities
Research and Analysis
- Support the quantitative and qualitative analysis of energy trends and policies at the regional and country level, including analysis and policy recommendations to help Southeast Asian countries in their efforts to scale up electrification, renewable energy deployment and develop secure, affordable and highly decarbonised power systems.
- Provide inputs into relevant reports and work with other members of various teams in the IEA active on electricity policy to develop policy recommendations for the successful transformation to a low-carbon power system and support further electrification of end uses.
- Lead analysis of technical, economic and institutional aspects of advancing electrification across all sectors and integrating large amounts of renewable energy while enhancing energy security.
Liaison and Outreach
- Collaborate with other divisions in the Agency, especially with Electricity Systems and Markets Division (ESM) and Renewable Energy Division (RED), providing analysis on policy development, system integration of variable renewable energy, electricity security, cross-border power trade and market design enable transitions to low-carbon energy systems.
- Establish working relations with stakeholders from policy makers, regulators, utilities and international organizations in Southeast Asia, including ASEAN Secretariat, ASEAN Centre for Energy, ADB and World Bank as well as development partners.
- Promote the work of the Agency externally including organising capacity building/training events and participation in workshops.
Qualifications
Ideal Candidate’s profile
Academic Background
- An advanced university degree(s) in a relevant discipline (e.g. economics, engineering, mathematics or other).
Professional Background
- At least three to seven years’ experience in energy market design, power sector and policy development with a good understanding of the technical, economic, regulatory and institutional issues shaping the challenges and opportunities of transforming power systems.
- Proven experience with market frameworks, regulations, policies that enable scaling-up electrification and renewable deployment and assessment of best practices to enable decarbonisation of the power sector either from working in government, research organization or consultancy. A good appreciation of the impact of scaling up variable renewable energy and/or experience regarding flexibility of the power system and long-term resource adequacy would be a strong advantage.
- Demonstrated expertise in the power sector, including operations and planning would be an asset.
- Proven experience in engaging policy makers, utilities and other energy system stakeholders in emerging economies. Experience in and knowledge of Southeast Asia would be a strong advantage.
- Excellent command of Microsoft Office software, especially Excel (including macros and pivot tables)

Languages
- An excellent level of oral and written communication skills and excellent drafting ability in English.
- Working knowledge of other languages spoken in Southeast Asia would be an advantage.

Contract Duration
- 12 months fixed-term appointment.
What the OECD offers
- Monthly base salary starting from 6,975 EUR, plus allowances based on eligibility, exempt of income tax.
- In addition to their basic salary, OECD officials assigned to the Centre may be exempt of income tax and may receive an additional allowance of EUR 2 000 per month.

The IEA seeks to recruit an Analyst for its Regional Cooperation Centre in Singapore (“the Centre”). The Centre extends the IEA’s engagement and influence in Southeast Asia and beyond. Southeast Asia is one of the most dynamic and fastest growing regions in the world, and a key driver of global energy demand. The region heavily influences the global energy landscape in the decades to come, including prospects for sustaining energy security and meeting climate targets.
In close collaboration with staff in IEA Headquarters in Paris, the Centre undertakes substantive work across several key workstreams, including: bilateral engagement with countries in the region; regional training and capacity building programmes; the scale-up of renewables and regional power trade; the deployment of energy technologies, innovation and secure supply chains; and overcoming region-specific clean energy investment challenges.
The Analyst will support the analysis of energy trends and policies to help Southeast Asian countries in their efforts to scale up renewable energy and develop secure, affordable and highly decarbonized power sectors.
The successful candidate will have a strong analytical background related to electricity policy and a proven track-record in drafting reports and briefings under tight timelines, translating complex technical questions into accessible messages to non-expert audiences and high-level decision-makers.
They will undertake the substantive work of the Centre for power and system integration, under the guidance and management of the Head of the Centre and in close collaboration with teams across the Agency based in Paris.
