Because we were established for the purpose of public service and not for profit, we measure our success in the impact of our service.</p></div><p><strong>Position Summary</strong></p> <p>ANSER is seeking a <strong>Financial Analyst</strong> to support the Warfighting Investments, Resourcing, and Execution (WIRE) Office Industrial Base Analysis and Sustainment (IBAS) Program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). In this role, you will support IBP's mission by providing financial management, budget execution, and analytical expertise to help sustain the defense industrial base and its critical supply chains. You will manage complex financial operations, develop budget analyses and reports, and support senior leadership in planning, programming, budgeting, and execution activities. This position requires a self-motivated professional with strong analytical, organizational, and communication skills who can work independently and collaboratively in a fast-paced environment.</p> <p><strong>Location:</strong> Arlington, VA (ANSER Headquarters), Alexandria, VA (Mark Center), or telework within the National Capital Region. Only candidates within the National Capital region will be considered.</p> <p><strong><em>This position is contingent upon contract award.</em></strong></p> <p><strong>Day-to-Day Responsibilities</strong></p> <ul> <li>Prepare and process budget execution documentation, including Purchase Requests (PRs) and Military Interdepartmental Purchase Requests (MIPRs).</li> <li>Monitor and analyze program budget execution, including commitments, obligations, expenditures, and funding status.</li> <li>Develop and maintain financial spreadsheets, reports, dashboards, and status briefings for program leadership.</li> <li>Assist with the development of spend plans, expenditure plans, and financial forecasts.</li> <li>Perform funds reconciliation and support Dormant Account Quarterly Reviews (DAR-Q).</li> <li>Lead financial meetings to review execution data, funding status, and program performance.</li> <li>Apply DoD financial management regulations, policies, procedures, and budget principles to support program execution.</li> <li>Support all phases of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process.</li> <li>Prepare funding forecasts, execution analyses, obligation and expenditure reports, and graphical status updates for senior leadership.</li> <li>Contribute to program and budget submissions, including Mid-Year Reviews, Issue Papers, Research, Development, Test and Evaluation (RDT&amp;E) documentation, R-2s, R-DOCs, and Program Objective Memorandum (POM) inputs.</li> <li>Respond to financial taskings from Comptroller and other DoD financial management organizations.</li> <li>Analyze financial data and provide recommendations to improve budget execution and resource management.</li> </ul> <p><strong>Required Qualifications</strong></p> <ul> <li>Active <strong>Secret</strong> security clearance.</li> <li>Bachelor's degree.</li> <li>Seven (7) or more years of experience in financial management, including at least five (5) years supporting DoD financial systems and processes.</li> <li>Experience in initiating and processing Military Interdepartmental Purchase Requests (MIPRs).</li> <li>Experience conducting Unliquidated Obligation (ULO) research.</li> <li>Experience supporting Research, Development, Test and Evaluation (RDT&amp;E) two-year appropriation accounts.</li> <li>Two (2) or more years of experience with 7600A/7600B Support Agreements.</li> <li>Knowledge of DoD financial management regulations, policies, and budget execution processes.</li> <li>Proficiency with Microsoft Office Suite, including advanced Microsoft Excel (pivot tables, complex formulas, and data analysis).</li> <li>Strong analytical, organizational, problem-solving, and written and verbal communication skills.</li> <li>Demonstrated ability to interpret financial data and work independently with minimal supervision.</li> <li>Must reside within the National Capital Region.</li> </ul> <p><strong>Preferred Qualifications</strong></p> <ul> <li>Experience using DoD budget and resource analysis tools, techniques, and processes.</li> <li>Experience supporting financial audits.</li> <li>Experience with G-Invoicing, Defense Agencies Initiative (DAI), and Advana.</li> </ul><div class="content-pay-transparency"><div class="pay-input"><div class="description"><p>Individual salaries are determined by a variety of factors including but not limited to: business considerations, local market, internal equity, candidate qualifications such as skills, education and experience.
