<p><span style="font-size: 10pt;">The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.</span></p>
<p><span style="font-size: 10pt;">The NCIA provides a wide range of services, including:</span></p>
<ul>
<li style="font-size: 10pt;"><span style="font-size: 10pt;">Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.</span></li>
<li style="font-size: 10pt;"><span style="font-size: 10pt;">Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.</span></li>
<li style="font-size: 10pt;"><span style="font-size: 10pt;">Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.</span></li>
<li style="font-size: 10pt;"><span style="font-size: 10pt;">Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.</span></li>

<p><span style="font-size: 10pt;"><strong>The program </strong></span></p>
<p><span style="font-size: 10pt;"><strong>Assistance and Advisory Service (AAS)</strong></span></p>
<p><span style="font-size: 10pt;">The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.</span></p>
<p><span style="font-size: 10pt;">To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.</span></p>

<p><strong>Role ID – 2026-0058</strong></p>
<p><strong>Role Background</strong></p>
<p>The Technical Implementation Manager (TIM) will serve as the technical subject matter expert on behalf of the NCI Agency, supporting the Primary supplier in the planning, coordination, and end-to-end delivery of equipment across 70 NATO sites. This role demands deep, demonstrable knowledge of NCIA (NATO Communications and Information Agency) operational environments, NATO CIS infrastructure standards, and the complex stakeholder landscape inherent to Enterprise wide Projects.</p>
<p>The successful candidate will act as the technical interface between the primary supplier, NCIA, NATO Commands, site-level CIS authorities and Customer Representatives (users), ensuring deployments are executed on schedule, within scope, and in full compliance with NATO CIS security policies, and asset lifecycle management policies.</p>
<p><strong>Role Duties and Responsibilities</strong></p>
<p>Project and Deployment Management</p>
<ul>
<li>Lead the technical planning and sequencing of end user equipment rollouts across the designated NATO sites, aligning with NCIA project schedules and specific site rules, under national and NATO regulation.</li>
<li>Coordinate with the primary supplier's logistics and procurement teams to ensure equipment availability, pre-configuration, and readiness prior to site deployment.</li>
<li>Coordinate with the primary supplier’s site audit and site deployment activities to ensure delivery on schedule and to expectations.</li>
<li>Support any imaging and baselining tasks required to ensure devices can be deployed to the user on schedule.</li>
<li>Manage concurrent workstreams across multiple geographic locations, applying robust risk and dependency management.</li>
<li>Track tasking, assess feasibility, log risks and issues.</li>
<li>Support pilot deployments and hypercare (CSM).</li>
<li>Collect user feedback and report findings.</li>
<li>Ensure adherence to change, release and service support processes.</li>
<li>Oversee technical acceptance testing and sign-off in accordance with NCIA acceptance criteria and national CIS authority requirements.</li>
</ul>
<p>NCIA and NATO Stakeholder Engagement</p>
<ul>
<li>Serve as the primary technical point of contact for the Project Implementation Manager , and Customer representatives and with the primary supplier for the assigned sites.</li>
<li>Liaise with Site Security Offices and Host Nation authorities (where appropriate) to coordinate site access, and site-specific access and work-related requirements.</li>
</ul>
<p>Team Leadership and Supplier Oversight</p>
<ul>
<li>Monitor the technical standards, working procedures, and quality gates for the deployment team.</li>
<li>Monitor subcontractor and supplier technical performance, escalating risks and issues to the Project Manager as necessary.</li>
<li>Provide technical mentoring and knowledge transfer to junior team members and site CIS support staff.</li>
</ul>
<p>Reporting and Governance</p>
<ul>
<li>Produce regular Project site delivery and status reports for the project management team, highlighting progress, risks, mitigation actions and opportunities.</li>
<li>Ensure full audit trail compliance in accordance with NCIA configuration management and document control policies.</li>
</ul>
<p><strong>Essential Skills, Experience and Certifications</strong></p>
<ul>
<li>Minimum 3 years of direct, hands-on experience working within or in direct support of NCIAmanaged Projects or in support of NATO CIS infrastructure services.</li>
<li>Proven track record of delivering IT/CIS projects within the NATO governance and procurement framework, including familiarity with NCIA's project lifecycle methodology</li>
<li>In-depth knowledge of NATO security classification handling, network domain architectures.</li>
<li>Demonstrated experience navigating NCIA contractual and technical environments, including a good understanding of the Statements of Work (SoW), technical deployment plans and site survey reports.</li>
<li>Substantial experience managing large-scale user facing services, CIS equipment deployments across multiple and geographically distributed sites (minimum 20 sites preferred; 50+ sites highly desirable).</li>
<li>Strong working knowledge of Windows enterprise services, including Active Directory, Group Policy, SCCM/Intune, and enterprise imaging/deployment tooling.</li>
<li>Familiarity with secure supply chain, hardware lifecycle management, ITAM processes, and asset disposal in secure government or defence environments.</li>
<li>Experience with IT Service Management frameworks (ITIL v3/v4/v5 ) and their application within defence or governmental Projects.</li>
<li>At least 1 of the TIM must own a working permit for Türkiye.</li>
</ul>

<p><strong>Desirable Skills and Experience</strong></p>
<ul>
<li>Understanding of NATO SDIP 27 / 28 / 29 for TEMPEST Category standards, security zoning and the associated equipment selection and installation implications.</li>
<li>Previous experience with NATO Force Command Structure, NATO Force Integration Units (NFIUs), Enhanced Forward Presence (eFP) battlegroup CIS, NCISG, or NATO OPEX</li>
<li>Multilingual capability — proficiency in French, German or Italian in addition to English is advantageous given the multi-national stakeholder environment.</li>
</ul>
<p><strong>Education and Certifications</strong></p>
<ul>
<li>Degree in Computer Science, Information Technology, Systems Engineering, or a related technical discipline; or equivalent professional experience.</li>
<li>Relevant professional certifications in cybersecurity, networking (e.g., CCNA/CCNP), or enterprise architecture are beneficial.</li>
