About the position The Senior Analyst, Program Administration, will provide advanced administrative, financial coordination, and operational oversight support to the Tatu portfolio. The position will enhance the efficiency, compliance, and effectiveness of program operations by coordinating budget monitoring, forecasting, procurement, HR processes, travel management, operational systems, and cross-functional administrative workflows. The role will support evidence-based decision-making by providing timely financial insights, maintaining accurate operational data, monitoring budget utilisation trends, and ensuring visibility across projects. The Senior Analyst will serve as a key coordination point between project teams and Alliance support units, including PLANS, GMU, HR, Finance, and other operational functions. The position will oversee and evaluate the provision of integrated administrative and operational services, take corrective and adaptive actions where needed, advise teams and management on service performance, and support continuous delivery of high-quality services in response to changing program needs and operational conditions. Key duties & responsibilities • Coordinate closely with support functions (PLANS, GMU, HR, Finance, procurement) and project teams, supervisors, to ensure timely and compliant delivery of administrative and operational processes. • Coordinate with project partners with regards to submission of project reports and serve as an information and support point for any queries • Coordinate with technical teams and support units on proposal budget development, advise project teams and management on budget execution, expenditure trends, forecasting needs, operational risks, administrative bottlenecks, and compliance issues affecting service delivery. • Participate in cross-functional meetings and coordination forums, providing updates on budget monitoring, travel planning, procurement status, onboarding, contract lifecycle processes, and administrative trackers. • Support team engagement and operational alignment across the portfolio by improving communication, visibility, and follow-through on administrative priorities. Requirements • Master’s degree in business administration, Finance, Project Management, Public Administration, International Development, Operations Management, or another relevant field. • Extended experience in process-oriented administrative, financial coordination, operational, project support, or program administration work. • Demonstrated experience coordinating budgets, expenditure tracking, forecasting, procurement, travel, HR processes, onboarding, contract tracking, and operational systems. • Experience working with cross-functional teams and support units, including finance, HR, procurement, grants/project management, and operational services. • Experience maintaining operational trackers, preparing management updates, coordinating workflows, and supporting compliance with organizational policies and procedures. • High level of proficiency in English and Swahili language • Strong budget monitoring, forecasting, expenditure analysis, and financial coordination skills. • Strong administrative and operational coordination skills, including travel, procurement, logistics, onboarding, contract tracking, and documentation follow-up. • Ability to monitor service delivery, assess operational risks, identify bottlenecks, and propose practical corrective actions. • Strong understanding of compliance requirements related to travel, procurement, HR, financial processes, and administrative procedures. • Ability to maintain accurate and timely operational data, trackers, dashboards, and management reporting inputs. • Strong coordination skills across multiple teams, functions, timelines, and priorities. • Strong analytical skills and ability to translate financial and operational data into insights for management decision-making. • Good organizational skills, attention to detail, and ability to manage competing deadlines. • Ability to communicate effectively with internal teams, supervisors, and support units. Terms of employment This is a nationally recruited position based in Arusha, Tanzania. The initial contract will be for one year, subject to a probation period of three months and is renewable depending on performance and availability of resources. This position is graded at BG07 level, with a minimum basic salary of TZS 3,929,704 in a scale of BG01 to BG14 (BG14 being the highest level according to the Alliance job classification framework policy).
