Reporting to the Program Manager, the Management Analyst I provides analytical and business management support for Navy ship maintenance and modernization programs by analyzing maintenance data, developing reports and forecasts, and supporting planning, scheduling, and process improvement initiatives.
This is a contingent position pending contract award. The position is expected to be located in Norfolk, VA.
What You'll Do
- Provide analytical and administrative support. Obtain data from various available systems and generate historical or predictive analysis to assist in resource allocation or other trend analysis in support of strategic goals.
- Recommend changes in business management, administrative processes, policies, procedures in the planning and execution of ship maintenance availabilities.
- Assist the Portfolio Management Office (PMO) in providing analyses of maintenance and repair trends as well as using the AMS Capability for predicting achievement of maintenance availability Key Events and Milestones.
- Provide support in developing cost estimates and forecasts while providing detailed justifications.
- Performs analysis of Navy ship maintenance, modernization, and repair data to support planning and resource allocation.
- Maintains and utilizes Navy Maintenance Database (NMD), Ship Maintenance Data Improvement Initiative (SMDII), Availability Management System (AMS), and Validation, Scheduling and Brokering (VSB) databases.
- Develops historical and predictive data analyses to support maintenance planning, forecasting, and strategic decision-making.
- Assists with cost estimates, budget forecasts, and supporting documentation for maintenance availabilities.
- Prepares, reviews, and revises reports, correspondence, naval messages, risk letters, and Small Dollar Value Growth (SDVG) metrics in accordance with Department of the Navy standards.
- Evaluates business processes, organizational structures, staffing, and administrative procedures, recommending improvements to increase efficiency.
- Reviews work specifications, planning documentation, execution reports, and integrated production schedule inputs submitted by industrial contractors.
- Supports organizational reviews, position management studies, and workload assessments, providing recommendations to Government leadership.
- Coordinates with Government personnel and stakeholders to gather information, present findings, and support maintenance planning initiatives.
- Creates reports, dashboards, and presentations using Microsoft Office 365, SharePoint, and Power BI.
- Delivers briefings and presentations to Government personnel and other stakeholders.
- Bid and proposal support if requested.
- Other duties as assigned.
What We're Looking For
Required Qualifications:
- An active secret clearance is required to be considered for this position.
Bachelor’s degree in a related field required.
Five (5) years of experience supporting Navy surface ship modernization, maintenance, and repair programs required.
- Experience with Microsoft Office 365, SharePoint, and Power BI required.
- Must possess basic computer literacy and data entry skills.
- Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
- Strong attention to detail and organizational skills.
- Excellent verbal and written communication skills.
- Demonstrated problem-solving skills.
- Must possess strong time management skills.
- Must be able to work in a fast-paced, changing, and challenging environment.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Physical Requirements:
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
- The ability to lift items that may weigh up to 50 pounds.
