Analyzes business processes, systems, and operational procedures to identify opportunities for improvement, increase efficiency, and support effective service delivery. Prepares financial and operational reports, coordinates procurement activities, manages special projects, and collaborates with internal and external stakeholders to implement process improvements and ensure compliance with City policies and applicable regulations.</p> <p><strong>Minimum Qualifications:</strong></p> <ul> <li>Master’s degree from an accredited college or university with major coursework in Public Administration, Finance, Business Administration, or a related field</li> <li>Two (2) years of experience analyzing business processes, procedures, operations, systems, or methods, including experience in budget/financial management, purchasing, contracts, research analysis, or a related functional area</li> <li>Valid Texas Driver's License</li> </ul> <p><strong>Preferred Qualifications:</strong></p> <ul> <li>Experience with municipal budgeting, purchasing, contract administration, and financial analysis</li> <li>Proficiency using financial management systems such as Questica, PeopleSoft, or similar enterprise resource planning (ERP) software</li> <li>Demonstrated ability to analyze business processes, identify operational improvements, and provide recommendations to enhance efficiency and service delivery</li> </ul> <p><strong>The Management Analyst II job responsibilities include:</strong></p> <ul> <li>Conduct organizational, operational, budgetary, and financial analyses to identify opportunities for improved efficiency and service delivery</li> <li>Monitor and analyze division budgets, prepare financial reports and re-estimates, identify potential budget variances, and recommend corrective actions</li> <li>Coordinate purchasing and procurement activities, including purchase orders, contracts, vendor management, and compliance with City purchasing policies and procedures</li> <li>Research, analyze, and evaluate business processes, workflows, policies, and procedures to develop recommendations for process improvements and operational efficiencies</li> <li>Collaborate with department staff, stakeholders, and subject matter experts to identify business needs and implement innovative solutions</li> <li>Prepare reports, presentations, and correspondence for management, executive leadership, City Council, and other committees</li> <li>Support the development, implementation, and monitoring of new programs, systems, policies, and procedures</li> <li>Assist with budget development, forecasting, and financial planning activities</li> <li>Conduct research, benchmarking, feasibility studies, and special projects to support departmental goals and strategic initiatives</li> <li>Interpret and apply federal, state, and local laws, regulations, policies, and administrative procedures related to purchasing, contracts, budgeting, and financial management</li> <li>Maintain accurate financial, purchasing, and administrative records while ensuring compliance with City policies</li> <li>Utilize financial and enterprise systems, including Questica and PeopleSoft, to support budgeting, purchasing, reporting, and operational activities</li> <li>Establish and maintain effective working relationships with internal departments, external agencies, vendors, and community partners</li> <li>Perform other related duties as assigned</li> </ul> <p><strong>Working Conditions </strong>and <strong>Physical Demand </strong>as stated on official City job description</p> <p>Sedentary Work - Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects.
