Career Opportunity
We are seeking a highly motivated Program Management Analyst II to work on-site at the Washington Navy Yard. This role provides program management support to NAVSEA PMS 390J, a joint program office supporting SOCOM and Team Submarine (TEAMSUB) for the Dry Combat Submersible (DCS) program. The DCS program is a special operations undersea capability requiring full life-cycle management, sustainment planning, acquisition support oversight, risk management, and coordination among SOCOM, TEAMSUB, the Navy, contractors, and operational users.
Essential Duties and Responsibilities
- Provide program management support to PMS 390J in support of SOCOM, TEAMSUB, and DCS program objectives.
- Coordinate with government stakeholders, contractor teams, technical representatives, logistics personnel, and operational users to support timely information exchange and issue resolution.
- Schedule, coordinate, and document internal and external program meetings, including agendas, meeting minutes, and action items.
- Facilitate contractor discussions, as directed, and track deliverables, commitments, and follow-up actions to closure.
- Support development and maintenance of Integrated Master Schedules, milestone plans, action item trackers, and program execution dashboards.
- Monitor program status against cost, schedule, and performance objectives and provide analysis to support government decision-making.
- Assist with acquisition documentation, briefing materials, decision memoranda, tasker responses, and milestone support packages.
- Support program reviews, technical interchange meetings, design reviews, logistics reviews, and executive-level briefings by preparing materials, capturing outcomes, and tracking follow-up actions.
- Track program funding, obligations, expenditures, and phasing plans across Operations and Maintenance, Procurement, and Research, Development, Test and Evaluation appropriations.
- Assist with budget exhibits, spend plans, funding documents, and financial reports for government review.
- Review budget execution data and help identify financial trends, shortfalls, and potential reprogramming requirements.
- Coordinate stakeholder inputs for data calls, program updates, briefings, reports, and leadership requests.
- Track contractor performance status, deliverable schedules, and action item closures to support government oversight.
- Maintain program risk, issue, and opportunity registers and assist government staff with mitigation planning and status reporting.
- Support configuration management and life-cycle documentation for DCS platforms and associated support systems.
- Assist with sustainment planning, maintenance strategy development, provisioning, training coordination, and logistics readiness assessments.
- Track reliability, maintainability, and availability metrics and provide performance analysis to support leadership awareness.
- Coordinate with stakeholders to support transportation, fielding, testing, and operational support activities involving DCS assets and supporting equipment.
- Prepare executive-level briefing packages, white papers, information papers, taskers, congressional response inputs, and program status reports for review and approval.
- Collect, analyze, and present program performance metrics to support SOCOM, TEAMSUB, and PMS 390J leadership awareness.
- Prepare weekly, monthly, and quarterly reports summarizing progress, risks, schedule status, funding execution, stakeholder inputs, and action item status.
Travel
- This position requires a moderate level of travel.
Education, Knowledge, Experience, Skills, and Abilities Required
- Bachelor’s degree in business, management, engineering, logistics, acquisition, public administration, or a related discipline preferred; relevant Navy, DoD, SOCOM, TEAMSUB, DCS, submarine, undersea, or special operations experience may substitute for a degree.
- Three to five years of experience supporting program management, acquisition, logistics, financial, technical, or analytical functions within a Navy, DoD, or federal program office.
- Experience supporting NAVSEA, PMS 390J, TEAMSUB, SOCOM, DCS, submarine, undersea, or special operations programs preferred.
- Working knowledge of program management principles, including cost, schedule, performance, risk, action item, and stakeholder coordination processes.
- Familiarity with DoD acquisition processes, program documentation, milestone support, tasker responses, briefings, and executive reporting.
- Experience coordinating multi-organizational meetings, agendas, minutes, decisions, stakeholder inputs, and follow-up actions.
- Strong written and oral communication skills, including preparation of correspondence, briefings, white papers, information papers, reports, and leadership updates.
- Strong organizational skills with the ability to manage priorities, meet deadlines, track actions to closure, and maintain attention to detail.
- Proficiency with Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, Teams, and SharePoint.
- Ability to work independently and collaboratively in a fast-paced program office environment.
- Knowledge of DCS, submarine, undersea, sustainment, logistics, life-cycle support, configuration management, maintenance planning, provisioning, training coordination, or logistics readiness support preferred.

Qualifications
- Active DoD Secret security clearance is highly desired; however, candidates eligible to obtain and maintain a DoD Secret security clearance will be considered. The selected candidate will receive a contingent offer if they do not hold an active clearance. A start date will be established once an interim Secret clearance is granted.
- Must be a U.S. citizen.
- Must maintain the capability to communicate with their supervisor when not in office.

- Ability to sit for extended periods and perform occasional standing, walking, crouching, and kneeling.
- Ability to reach, handle, and use office equipment, keyboards, and mobile devices.
- Ability to lift items weighing up to 20 pounds.
In compliance with Virginia's Pay Transparency Act, the minimum salary for this position is $90,000 per year and a maximum salary of $120,000 per year. The minimum salary excludes applicable benefits, bonuses, or performance spot awards.
