PURPOSE:
The Maine Educational Data Management team is in the Commissioner's Office within the Department of Education. This team collects school administrative units' school, staff, and student data to meet State and Federal reporting requirements. This section must ensure data quality and timeliness of the data as this data drives State and Federal funding for the State Department of Education as well as State and Federal funding for Maine's school administrative units. The data collected and analyzed enables Department of Education administration to make policy and funding level decisions in support of public education in Maine.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of education programs, policies and State and federal data requirements.
- Knowledge of data collection methods and procedures.
- Knowledge of data quality standards.
- Knowledge of Federal Educational Rights and Privacy Act (FERPA) and other state and federal regulations regarding the release of data.
- Ability to advise on the continuous improvement of education data systems, quality data system standards and compliance.
- Ability to evaluate operating procedures and make necessary changes.
- Knowledge of school operations relative to data collection and data recording methods.
- Knowledge of State and federal reporting requirements.
- Ability to perform data quality checks for completeness, accuracy and validity.
- Ability to perform direct database manipulations to correct errors and perform updates to data.
- Experience in customer service and an ability to effectively communicate complex information about data to system users.
- Ability to identify and work with education program data stewards.
- Ability to communicate effectively regarding data and database issues with systems analysts and other computer technology professionals.
- Ability to develop and execute contracts and serve as a contract administrator.
- Experience with MS-SQL databases, Microsoft Excel, and Microsoft Access.
- Experience in responding to requests for educational data training and assistance with education data sets.
MINIMUM QUALIFICATIONS:
A Bachelor’s Degree in Education, Information Technology, Business Management, or related specialty area and five (5) years professional level experience in the management of educational data collection, analysis, and reporting systems.
Preference will be given to candidates who:
- Have experience with databases and computer systems typical of those used by State government and school units
- A thorough understanding of education data and data requirements
- Excellent communication skills applicable to interaction with a variety of technical and non-technical audiences.
