Position Summary

Odyssey Systems has an exciting new opportunity for a Mission Delta 2 (MD 2) Systems Financial Planner/Analyst supporting the U.S. Space Force’s MD 2 Space Domain Awareness (SDA) Mission.

MD 2 leads SDA operations with current SDA programs of record, networks, and Command and Control (C2) data exploitation and dissemination systems and is responsible for integration of SDA sensor data, accredited Space Surveillance Network (SSN) or non-traditional sources, for USSPACECOM missions while sustaining existing various sensor systems including Eglin Radar, Space Fence, C-Band Radar, Australia, the Ground-Based Electro Optical Deep Space Surveillance (GEODSS) system, the Space Surveillance Telescope (SST) and the future Deep Advanced Radar Capability (DARC).

As an SDA Systems Financial Planner/Analyst, you will provide planning, programming, budgeting, and execution (PPBE) support across multiple squadrons and MD 2.

This is a full-time position at Peterson Space Force Base in Colorado Springs, CO that allows 1-2 days per week of telework at the discretion of the Government.

Odyssey Systems provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration.  These tasks are executed laterally with SpOC, Space Systems Command, development contractors, and SDA stakeholders.

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an SDA Systems Financial Planner/Analyst, you will support planning, programming, budgeting, book-keeping and accounting, document maintenance and cost reporting tasks required to support agency projects and programs. Work requires the technical capability to independently plan, organize, complete, and present assessments of cost, budget and schedule implications, and prepare, analyze, interpret, and reconcile budgetary or financial data.  This position provides subject matter expertise and performs a wide variety of financial planning and management tasks. Duties include, but are not limited to:

  • Provide funding, forecasting, budget information, execution status and funds reconciliation, following the PPBE process, using the provided FM tools and systems
  • Assist the team with the appropriate financial support to enable the programs to meet requirements
  • Maintain cognizance of the status of approved, deferred, and released funds and provide appropriate tracking documentation for various program funds, and provide financial information for the preparation and execution of financial documents
  • Provide oversight, reporting information that identifies current and future funding requirements
  • Maintain an accurate audit trail to separately track, record, and report the status of each funding document to ensure proper use of all funds (active, expired, and canceled). Reports may consist of, but are not limited to, selected acquisition reports, program reviews, financial management reviews, tri-annual reporting, etc.
  • Provide Government with research and analysis to support responding to inter-agency and higher headquarters requests for information, such as process development and updates, planning papers, processes, etc.
  • Advise the Government financial management and program teams to develop budget submissions (e.g., Procurement Documents (P-Docs), Program Office Memorandum (POM) inputs)
  • Maintain up-to-date knowledge of FM regulations and Appropriations law
  • Maintain knowledge of and proficiency in Government financial activity systems, Comprehensive Cost and Requirement System (CCAR), CRIS, Defense Enterprise Accounting and Management System (DEAMS), Looking Glass, and Mechanization of Contract Administrative Services (MOCAS), FMSuite, CFC Budgie Tool (Budget Integration Engine)
  • Provide planning assistance to Division members for numerous requests/issues/ requirements not listed above
  • Assist the Government with training/advising units with problem solving techniques and hands-on guidance and training at varies locations
  • Infrequent travel to CONUS and OCONUS locations upon government direction
  • Other duties as required/requested by the Government and within scope of the S3 contract

 

 

Qualifications

Citizenship: Must be a US citizen

 

Minimum Required Qualifications:

Clearance: Must have and be able to maintain a Secret clearance and be eligible for TS/SCI

Education: Bachelor’s degree in business, Economics, Finance, Accounting or a related field

Years of Experience: 8 or more years of experience performing financial management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency team OR,

  • Master’s degree in business, Program Management, Accounting or a related field with 5 or more years of experience performing financial management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency team

AND,

  • Knowledge of Government financial activity systems, Comprehensive Cost and Requirement System (CCAR), CRIS, Defense Enterprise Accounting and Management System (DEAMS), Looking Glass, and Mechanization of Contract Administrative Services (MOCAS), FMSuite, CFC Budgie Tool (Budget Integration Engine)

Clearance: Active TS/SCI, agreeable to polygraph

Education: Master’s degree in business, Economics, Finance, Accounting or a related field

Years of Experience: 5 or more years of experience performing financial management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency team including direct experience providing financial planning and execution support for an Air Force Space Command or US Space Force acquisition agency team, AND,

 

  • Proficiency in Government financial activity systems, Comprehensive Cost and Requirement System (CCAR), CRIS, Defense Enterprise Accounting and Management System (DEAMS), Looking Glass, and Mechanization of Contract Administrative Services (MOCAS), FMSuite, CFC Budgie Tool (Budget Integration Engine)

Location: Work is performed at Peterson Space Force Base in Colorado Springs

Travel: Infrequent travel to CONUS and OCONUS locations upon Government direction

Remote, Onsite, or Hybrid: This position allows 1-2 days/week of tele-work at the discretion of the Government
