Senior Business Financial Management (BFM) Analyst
Overview
R&P is looking for a senior level Business Financial Analyst (BFM) who wants to join our team. We are a mid-sized defense contractor providing Business Financial Management, Engineering, Logistics, Program Management and Technical Services to government clients. We are seeking a qualified candidate to provide direct support to the U.S. Maritime Administration (MARAD) in support of the Vessel Acquisition Manager (VAM) legacy as well as new contract activities. The successful candidate will work closely with the Program Manager, Contracting Officer's Representatives (CORs), financial management and contractor team to ensure accurate financial planning, execution, and stewardship of appropriated funds throughout the acquisition lifecycle.
Responsibilities
- Provide comprehensive business financial management support for the VAM 1.0 and 2.0 acquisition programs.
- Monitor contract funding, obligations, expenditures, burn rates, and remaining balances across multiple task orders and contracts.
- Develop and maintain detailed financial tracking tools, obligation plans, spend plans, and funding execution reports.
- Analyze financial performance and identify potential funding shortfalls, underruns, or execution risks.
- Support development of annual and multi-year program budgets.
- Prepare budget exhibits, financial status reports, executive dashboards, and briefing materials for MARAD leadership.
- Reconcile commitments, obligations, expenditures, and available balances using applicable Federal financial management systems.
- Coordinate with Contracting Officers regarding funding modifications, incremental funding actions, de-obligations, and contract closeout activities.
- Support acquisition planning by validating funding availability for new contract actions and modifications.
- Perform financial forecasting and develop estimates for future contract requirements.
- Track appropriations, reimbursable funding, and execution against approved spend plans.
- Support responses to internal and external data calls, audits, and financial reviews.
Qualifications
- Bachelor’s degree in Business Administration, Finance, Accounting, Economics, Public Administration, or related discipline.
- Minimum of 10 years of Federal budget or business financial management experience.
- Experience supporting major Federal acquisition programs.
- Experience supporting the U.S. Maritime Administration, the U.S. Department of Transportation, or other Federal civilian agencies. (Preferred)
- Strong analytical and quantitative skills.
- Advanced Microsoft Excel proficiency, including pivot tables, financial modeling, and dashboard development.
- SECRET Clearance or the ability to obtain one

Salary
