POSITION DESCRIPTION: Senior Logistics Analyst β Operational Analysis & GPN Readiness
Location: Pentagon, Arlington, VA

Clearance: Active Top Secret/SCI Clearance Required
MUST HAVE: Demonstrated experience providing Department of Defense logistics operational analysis, readiness reporting, common operational picture (COP) management, and executive decision support for senior military leadership.
Position Summary
The Senior Logistics Analyst β Operational Analysis & GPN Readiness provides senior-level logistics analysis, operational readiness assessment, and decision-support services to Headquarters Marine Corps (HQMC), Installations and Logistics (I&L), and the Global Positioning Network (GPN) Program. Working on-site at the Pentagon, the position serves as the principal contractor lead for maintaining the GPN Common Operating Picture (COP), integrating operational, logistics, maintenance, and readiness information into decision-quality products supporting Senior Executive Service (SES) and General Officer leadership.
The Senior Logistics Analyst is responsible for developing and maintaining a comprehensive operational picture of GPN equipment status, materiel readiness, asset availability, maintenance trends, and logistics performance. The position integrates data from multiple Government systems to produce daily readiness reports, executive dashboards, operational assessments, and analytical recommendations supporting Marine Corps logistics modernization and enterprise decision-making.
Working closely with Government stakeholders and supported by a Journeyman Logistics/Data Analyst, the position ensures the accuracy, timeliness, and consistency of recurring operational products while identifying trends, operational risks, and opportunities to improve logistics readiness.
Required Qualifications
- U.S. Citizen with an Active Top Secret/SCI security clearance and ability to obtain a CAC card.
- Bachelor's degree in Logistics, Supply Chain Management, Operations Research, Industrial Engineering, Data Analytics, Military Science, Business, or a related discipline.
- Eight (8+) years of experience supporting Department of Defense logistics operations, readiness reporting, operational analysis, or headquarters staff activities.
- Demonstrated experience supporting Headquarters Marine Corps, Department of the Navy, Joint Staff, Combatant Commands, or equivalent Department of Defense headquarters organizations.
- Experience maintaining operational common operating pictures (COPs), readiness reporting systems, or executive logistics dashboards.
- Experience conducting logistics operational analysis, modeling, trend analysis, and performance assessments.
- Experience integrating logistics, maintenance, supply, and readiness data from multiple Government information systems.
- Experience developing executive briefings, readiness reports, information papers, and analytical recommendations.
- Experience supporting senior military leaders through data-driven operational assessments and decision-support products.
- Strong analytical, briefing, technical writing, and executive communication skills.
- Experience using Microsoft Excel, Power BI, SQL, SharePoint, Microsoft Teams, and other enterprise collaboration and reporting tools.
Preferred Qualifications
- Master's degree in Logistics, Operations Research, Systems Engineering, Business Analytics, Military Operations, National Security Studies, or a related discipline.
- Experience supporting Marine Corps logistics modernization, Force Design, Global Positioning Network (GPN), Condition-Based Maintenance Plus (CBM+), or logistics readiness initiatives.
- Experience developing executive Common Operating Pictures (COPs) for operational or logistics organizations.
- Familiarity with Marine Corps maintenance systems, supply chain management, readiness reporting, and logistics information systems.
- Lean Six Sigma Green Belt or Black Belt certification.
- Experience supporting logistics performance metrics, Key Performance Indicators (KPIs), and operational dashboards.
Primary Duties
- Serve as the senior contractor lead responsible for maintaining the Global Positioning Network (GPN) Common Operating Picture (COP) supporting Headquarters Marine Corps Installations & Logistics leadership.
- Develop, maintain, and update the GPN COP reflecting equipment status, materiel readiness, operational availability, maintenance activities, and logistics performance.
- Produce and deliver the recurring Daily GPN Operational Status Report summarizing readiness, equipment availability, operational trends, risks, and significant logistics events for senior leadership.
- Conduct operational analysis of equipment readiness, maintenance performance, asset utilization, supply support, and logistics network effectiveness.
- Integrate data from multiple Government systems into authoritative readiness assessments, executive dashboards, and decision-support products.
- Analyze trends affecting operational readiness and identify risks, emerging issues, and opportunities to improve logistics performance.
- Develop executive briefings, information papers, white papers, readiness summaries, and analytical recommendations supporting Senior Executive Service (SES) and General Officer leadership.
- Coordinate with Headquarters Marine Corps organizations, logistics managers, maintenance activities, supply organizations, and Government stakeholders to validate operational data and resolve discrepancies.
- Support logistics planning, operational assessments, readiness reviews, and strategic planning initiatives by providing decision-quality analysis and recommendations.
- Develop and maintain Key Performance Indicators (KPIs), readiness metrics, and performance measures supporting GPN operational effectiveness.
- Validate the accuracy, completeness, and timeliness of recurring operational products and ensure compliance with established reporting standards.
- Direct the activities of supporting Journeyman Logistics/Data Analysts responsible for recurring data collection, compilation, validation, and report preparation.
- Support development of visualization products, dashboards, and executive-level reporting tools using Power BI and other business intelligence platforms.
- Maintain compliance with Department of Defense cybersecurity, data governance, records management, and information assurance requirements.
- Perform additional logistics operational analysis, readiness reporting, executive support, and analytical duties necessary to accomplish contract requirements.
