Technology and Planning Analyst I (JO 45-26)

**CLOSING DATE: SATURDAY, AUGUST 8, 2026 @ 5:59 AM** APPLICATIONS WILL NOT BE ACCEPTED AFTER THE CLOSING DATE & TIME   Position Overview: Under moderate supervision, works independently to optimize TheBus transportation system by analyzing data on passenger traffic, routes, and schedules to enhance efficiency and service quality.  Responsible for collecting, maintaining, interpreting, and reporting various planning data, including customer surveys, ridership, and GIS files for departmental use.  Work also involves supporting the department in the preparation of planning reports and studies and conducting statistical analysis of transit services.   Essential Functions for the Position: Collect and interpret demographic data, ridership patterns, and traffic flow using tools like Geographic Information Systems (GIS) to inform those who make planning decisions. Research, analyze, and interpret ridership, system performance, service evaluation, demographic, employment, and development trends and planning guidelines that support service development. Assist with service analysis and design, individual route analysis, and new service development including cost.  Develop recommendations; prepare written reports on various transit planning matters. Process large datasets (ridership counts, automatic vehicle location (AVL), GPS data) to monitor on-time performance and prepare federal reports like the National Transit Database (NTD). Ensure that monthly and annual NTD data submissions are done in an accurate and timely manner; work with the assigned NTD Analyst through the data verification, revision, and audit process. Assist in the development, implementation, evaluation and reporting of passenger or public surveys and other public participation strategies, ensuring that the transit planning process is transparent, accessible, and responsive to the needs of the community. Monitor, maintain and report on the quality of the data that is produced by the scheduling and operating systems. Upload and/or interface data from scheduling system to in-house dispatch module and Google Transit Feed Systems (GTFS). Serve as a key individual for all data analysis aspects of the onboard communication systems, including but not limited to voice annunciation, automatic passenger counting, and real-time traveler information. Serve as the IT liaison for all scheduling and data analysis related software.   Special Knowledge & Skills: Experience with Microsoft Office Suite and database programs such as Access and SQL. Ability to learn and understand transit concepts, needs, and challenges as they relate to transit planning. Ability to learn and understand bus route structure and the basic concepts of bus route scheduling and operations. Experience with software products for transit planning, scheduling, and operations software preferred. Working knowledge of GIS and GPS based data collection systems preferred.   Education, Training and Experience: Bachelor's degree in urban planning or data science or related field.  A bachelor’s degree may be substituted with equivalent education and pertinent work experience. Computer literacy with a comprehensive knowledge of Microsoft Office Suite, with desired functional experience with Excel and Access.   Other Job Requirements & Conditions: Perform other duties as assigned.
