About the role

We file this job under Analyst, by the work the posting describes.

Analysts answer business questions with data. They pull numbers with SQL, build reports and dashboards, and explain what changed and why to the people making decisions.

Most postings ask for SQL, spreadsheets, a dashboard tool such as Tableau or Power BI, and clear writing.

Unlike a data scientist, an analyst mostly explains what happened rather than building models that predict what will.

This high-priority Key Personnel role transforms congressional and legislative datasets into clear, intuitive, and actionable visual products for executive leadership, J-code directorates, D-staff offices, and Major Subordinate Commands.
Why this role matters

  • • Build and refine visualizations across commercial off-the-shelf and custom-developed user interfaces.
  • • Work iteratively with DLA business stakeholders to gather requirements and develop enterprise-level visualizations using agile methods.
  • • Develop visualizations against enterprise resource planning transactional and analytical data models.
  • • Create medium-complexity queries and stored procedures that supply dynamic data visualizations.
  • • Coordinate with data analysts and DLA Legislative Affairs staff to ensure visual products are accurate, audience-appropriate, and delivered on schedule.
  • • Support executive briefings, congressional and Agency engagements, meetings, and events with rapid-turn visual reporting products
Required qualifications
  • • An undergraduate degree.
  • • At least five (5) years of experience directly related to the required data-visualization duties and responsibilities.
  • • Experience with both commercial off-the-shelf and custom-developed user interfaces for data visualization.
  • • Experience developing custom visualizations using D3, HTML, JavaScript, or comparable technologies.
  • • Experience with commercial enterprise data-visualization tools such as Qlik or SAP Lumira.
  • • Experience gathering business requirements and developing enterprise-level visualizations iteratively using agile methods.
  • • Experience developing visualizations against ERP transactional and analytical data models.
  • • Experience creating medium-complexity queries and stored procedures to deliver dynamic visualizations.
Specialized knowledge and operating context
• Ability to choose visual formats that make complex data understandable and actionable for senior decision-makers.
• Strong stakeholder collaboration, analytical thinking, quality control, and attention to detail.
• Ability to support recurring deliverables and time-sensitive ad hoc requests in an executive reporting environment.
• The PWS does not assign a specific clearance level to this labor category; candidates must be able to satisfy applicable DLA personnel-security, suitability, system-access, and CAC requirements before beginning work.
